  The City of Lenexa, Kansas Fire Department is currently accepting applications for Battalion Chief - Emergency Preparedness.   Position Summary

  This position performs highly responsible and complex administrative and technical work to plan, organize, implement and communicate all phases of the City-s emergency management organizational plan in preparing for, responding to, mitigating and recovering from natural and manmade disasters and emergencies. The Emergency Preparedness Battalion Chief prepares, reviews and updates emergency management plans and procedures; manages the City-s Emergency Operations Center; plans and coordinates training programs and emergency preparedness and operations drills; assists departments with emergency preparedness and disaster mitigation; develops and conducts educational and community outreach programs; manages and prepares documentation related to emergency operations. This position is designated as essential.

  Essential Functions, Duties and Responsibilities

  Advises the City Manager-s Office on the City-s emergency management efforts.

  Coordinates emergency preparedness and response efforts, including recommendations for budgetary or capital resources necessary for emergency management activities.

  Conducts risk and threat assessments for the community and organization.

  Advises City departments on emergency operations plans by analyzing and recommending improvements to effectively manage disasters and major emergencies.

  Assists with development of and updates to incident action plans for City events and continuity of operations plans for the organization and ensures all plans conform with all applicable federal, state and county requirements.

  Coordinates inter-departmental emergency planning and response activities, including regular observation of and participation in department training drills and activities. Plans and conducts emergency response training exercises involving City departments as well as outside agencies, including county, state and federal government personnel.

  Maintains the readiness of the City-s Emergency Operations Center (EOC) to ensure it is organized for maximum effectiveness in conducting exercises and managing disaster events and coordinates with the Management Team and Governing Body as required.

  Serves as a liaison and works cooperatively with Johnson County Emergency Management (JCEM), Mid-America Regional Council (MARC), Kansas Division of Emergency Management (KDEM) and other agencies and jurisdictions on local, regional and statewide mutual aid activities.

  Represents the City on various internal and external task forces and committees by attending meetings and exercises and through the development of mutual aid and other cooperative agreements.

  Oversees the City-s Outdoor Storm Warning System and coordinates with JCEM on routine testing, maintenance and updates to the system through the City-s Capital Improvement Program (CIP).

  Manages emergency mass notification systems and coordinates community disaster readiness and response messaging with the City-s Management Team.

  Monitors weather conditions that may impact the community, makes appropriate notifications to response staff, manages the City-s contract for weather forecasting services and activates the City EOC to an appropriate response level, if necessary.

  Develops and conducts educational community outreach programs to inform citizens about emergency preparedness and works closely with volunteer, community and business groups on emergency preparedness and business continuity efforts.

  Drives City and/or personal vehicle to perform essential functions of position.

  Qualifications

  Minimum: Five years of progressively responsible emergency management leadership experience; or a Bachelor-s degree in emergency management, fire administration, criminal justice or a directly related field of study. Must possess and maintain a valid driver-s license and insurable driving record. Must have Incident Command System (ICS) 100, 200, 300, 400, 700 and 800 certifications.

  Desired: Master-s Degree in emergency management, fire administration, criminal justice or directly related field of study; a Kansas Certified Emergency Manager (CEM) certification; an International CEM certification; public sector emergency management experience; Fire Department Safety Officers Association Incident Safety Officer certification.

  Compensation and Benefits

  Hiring range is from $103,300 - $119,753 dependent on qualifications and directly related experience. The City of Lenexa offers a comprehensive benefits package including:
