  Summary The Partial Program Manager, GAM, serves as a Geographic Inspector on the Air Methods CMT and is assigned a portion of the geographic program performing inspections and surveillance on air carriers/air operators operating under Federal Aviation Regulations (FAR) Part 121, 125, 129, 133, 135, and 137. Ensures air carriers/air operators operating within the assigned area comply with applicable regulations. Assists in the establishment of work programs for inspection and surveillance. Responsibilities Technical Administration Has the responsibility for a portion of the geographic program for his/her specialization in the district office. Assures, on a continuing basis, that assigned operators are properly and adequately organized, staffed, and equipped; have and conduct an adequate training program including an acceptable record keeping system; and have facilities and procedures that meet all regulatory requirements. Regularly visits the air carrier's/air operator's stations and other offices to maintain contact with their local management officials and coordinates with the principal inspectors for correction of any deficiencies or discrepancies. Processes enforcement actions and prepares final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates. Conducts or directs the reexamination of certificated airmen, or performs inspections for the reissuance of airworthiness certificates. Conducts investigations of public complaints, congressional inquiries and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions. Certification Reviews and determines the adequacy of air carrier maintenance manuals for compliance with FAR's. Makes recommendations to the principal inspector for amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements, eliminate unsafe practices and/or improve the specificity of instruction. Recommends approval/disapproval of overhaul and inspection time limitations and suggests special conditions and limitations necessary prior to final approval. Evaluates operations and facilities throughout the geographical area by periodic onsite inspections and the review of inspector's reports and then, on the basis of these, makes a recommendation on changes essential or desirable in policies and procedures to the principal inspector through channels. May be assigned airmen certification duties. Surveillance Monitors all phases of air carrier(s) maintenance on behalf of the principal inspector. Surveillance includes adequacy of overhaul and repair facilities, equipment, inspection programs and records, maintenance personnel, maintenance training, main base/subbase/line stations, maintenance programs, policies, and procedures. Inspects, evaluates, and determines if contract maintenance is performed in accordance with the air carrier's approved maintenance program. Advises principal inspector of necessary changes to the maintenance program when required. Inspects refueling and servicing vendors for accepted industry standards and compliance to the operator's manuals. Contacts aviation management officials who are responsible for providing maintenance/service in order to negotiate the resolution of problems. Conducts a maintenance system analysis independently or as team member on special inspection teams. Other The incumbent may be assigned other duties and responsibilities which are nongrade controlling. The inspector, when so directed, is required to keep an appropriate control point informed as to his/her whereabouts and the telephone number at which he/she can be reached in the event of an aviation incident/accident requiring FAA investigation. Qualifications General Requirements for All 1825 Positions: Not more than two separate incidents involving Federal Aviation regulations violations in the last 5 years Valid State driver's license Fluency in the English language No chemical dependencies or drug abuse that could interfere with job performance, and High School diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); Have the ability to hear the conversational voice (hearing aid permitted); and Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: Possess a valid second – class medical certificate in accordance with FAA regulations; and Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency. Aircraft maintenance work experience within the last 3 years. FAA Mechanic Certificate with airframe and power plant ratings. In addition, applicants must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H/FG-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Assisting, conducting or performing various technical functions related to certification, surveillance, investigation and compliance recommendation of maintenance activities on FAR Part 135 air carriers/air operators. For Lateral Movements Between 1825 Specialties: To assist in determining qualification requirements, applicants transferring between specialties at the same grade level are strongly encouraged to complete the appropriate Qualifications Assessment Tool (QAT) check sheet and upload it along with their resume. Check sheets are contained in Order 3410.26, Flight Standards Service Air Carrier and General Aviation Qualifications Assessment Tool for AFS Aviation Safety Inspectors. The recency of specialized experience is waived for current FAA employees in the 1825 series. Applicants should include examples of specialized experience in their work history.
