MassDEP seeks applicants for the position of Air Pollution Permit Reviewer (Environmental Analyst III) in the Air Quality Permitting Section within the Bureau of Air and Waste. This position performs engineering reviews of Air Quality Plan Applications and compliance/ enforcement activities concerning stationary air pollution sources located in central Massachusetts. The analyst will be the primary reviewer of stationary source air permit applications that include a Cumulative Impact Analysis for facilities located in or near designated environmental justice populations. In addition, the analyst will be the primary reviewer for Air Operating Permit renewal applications. This position also responds to complaints, and provides outreach to facilities, municipalities, and the general public to ensure compliance with state and federal regulatory air pollution control requirements. This position is based in MassDEP's Central Regional Office in Worcester, Massachusetts. MassDEP's Central Regional Office serves 77 cities and towns in central Massachusetts.

Duties for this position include, but are not limited to, the following:
Take the lead on reviewing and drafting air permits for the Central Regional Office for stationary sources of air pollution which require a permit from MassDEP and which trigger the requirement for the applicant to perform a Cumulative Impact Analysis (CIA) because the project is located in or near designated environmental justice populations. Review Operating Permit Renewal applications and prepare draft Operating Permits for facilities classified as "major" by the Appendix C (state) and the Clean Air Act Amendments of 1990 Act (federal). Review simple to complex applications for new and modified facilities and draft air permits (known as "Plan Approvals") for same. This includes review of plans, specifications, design calculations and operating and maintenance procedures for complex environmental engineering projects.Conduct pre-permit meetings with applicants to explain the regulations and permit requirements with goal of improving permit applications. Participate in other meetings with sources of air pollution regarding permitting, enforcement, and compliance schedules. Determine and address compliance of industrial, commercial and institutional facilities with Massachusetts and Federal with Air Pollution Control Regulations by:
a. Conducting field inspections of facilities, preparing reports on compliance status, and developing enforcement actions whenever appropriate.
b. Reviewing air emission monitoring reports and facility operating reports for compliance and developing enforcement whenever appropriate.
c. Recommending corrective actions for facilities found to be in noncompliance, including recommending and drafting the appropriate level of enforcement action to be taken by MassDEP to compel the facility to correct the violations.
Prepare drafts of lengthy technical reports and letters for signature of the MassDEP Central Regional Air Permit Chief; research the technical literature to determine the latest pollution prevention and control techniques; and recommend operating procedures and LAER, BACT and RACT control efficiencies. Direct and oversee stack testing and other emission testing by reviewing pre-test protocols, witnessing stack tests in the field when deemed necessary, and reviewing post-test emission reports. Drafting acceptance or rejection letters for same. Update State and/or Federal information systems as needed to document work and administrative requirements. Utilize facility and permit tracking databases and files, including reviewing / responding to inquiries submitted to MassDEP's Central Regional Air email inbox, conducting data entry, performing QA/QC, and identifying noncompliance that should be classified as "significant" in accordance with guidance for states from the U.S. Environmental Protection Agency. Investigate complaints of dust, odor and noise, hazardous and wastewater disposal, and of other environmental and/or public health concerns. Interface with the regulated community on facility updates and closures and provide technical regulatory information to facilities, municipal officials and the public to ensure compliance with state and federal regulatory requirements. Keep abreast of professional developments in the field of air pollution control by reading appropriate journals, government publications, attending training and conferences. Assist in training and provide technical assistance to other staff.

Preferred Qualifications at Hire:
• Familiarity with air pollution control technologies; a variety of industrial sectors, processes, and practices; emission stack testing methodologies and procedures; CEMS, COMS, and other monitoring systems; and mass balance and emission calculations.
• Familiarity with the Federal Clean Air Act and state and federal air pollution control regulations and policies.
• Familiarity with evaluating top-down Best Available Control Technology analyses, engineering plans, specifications and standard operating and maintenance procedures for a variety of industrial processes and air pollution control equipment.
• Familiarity with air dispersion computer modeling, predictive sound modeling, and the inter-relationship between energy and air quality.
• Familiarity with the concept of environmental justice and the concept of cumulative impact analyses.
• Understanding of the importance of effective community engagement, and familiarity with community engagement techniques.
• Ability to work independently while also working effectively in a team environment.
• Excellent computer skills, including a working knowledge and experience with Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access; Project Management software proficiency is a plus.
• Experience in interpretation and use of environmental technical and scientific literature.
• Ability to communicate and express ideas clearly and concisely both verbally and in writing is required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
