  Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will diagnose, locate, and repair malfunctions to the main operating mechanical components of large, complex heating, ventilation; air conditioning, and refrigeration systems (HVAC). You will test for refrigerant leaks and use a refrigerant recovery/recycling station, to Environmental Protection Agency standards to safely reclaim, recycle, and store the refrigerant before repairs can be made. You will conduct visual and audible examination of equipment components by applying prescribed test procedures and equipment, and by exploration of probable reasons for equipment failure. You will perform maintenance, calibration, modification, installation, repair and replacement of analog and direct digital controls (DDC) systems and equipment. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess the Environmental Protection Agency (EPA) 608 certification exam (Universal) as a pre-qualification for this wage grade. Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. FOR WG-10: This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION. Your resume must show that you have the ability to perform common tasks including.1) Diagnose, locate, and repair malfunctions to the main operating mechanical components of large heating, ventilation, air conditioning and refrigeration systems (HVAC) such as compressors, evaporators, condensers, cooling coils, air handlers, water control valves, and air dampers; 2) Use trade tools and test equipment such as voltage, amperage, and ohm meters, electronic refrigerant leak detectors, temperature gauges, capacitors, and analyzers; AND 3) Follow safety procedures and practices when repairing air conditioning and refrigeration equipment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. By law, all persons with access to a system or container that stores refrigerant, including A/C coolant such as R-22 or R-410A, must have Universal Certification received from an EPA approved certifying program. Certification card must be carried on person while in a duty status. The card shall be presented upon request. Any change in certification status, any Clean Air Act Section 608, 40 CFR 82 violations, EPA fines or pending EPA investigations must be reported at once to the direct supervisor and department head. Decertification may be grounds for dismissal. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Several vacancies may be filled. Vacancies filled from this announcement may be filled at any grade level listed. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
