JOB REQUIREMENTS: Duties The incumbent works to ensure the accuracy ofthe reporting of all accounting, cost, and budget data and to facilitatethe efficient use of allocated funds. Provides financial advice andperforms financial assistance work for internal agency operatingprograms. Acts as the primary trainer of Accounting Technicians, CashierStaff, and employee travel staff assigned to the Accounting Section andin the direction of their daily work. Maintains copies of traininghistory provided to the accounting staff. Provides solutions for theirnon-routine problems by application of well-established accountingprinciples and procedures. Perform all functions expected of aprofessional accountant to include but not limited to: Reconcilesaccounts and prepares balance sheets. Makes adjustments as required.Analyzes cost accounting reports, status of fund reports, and otherfinancial reports for the preparation of summary statements and reportsand proposes solutions and alternatives to problem areas. Reconcilesday-to-day accounts for stable organizational programs, makingadjustments using well-established accounting practices. Reconciles avariety of accounts consisting of administrative accounts with somenon-standard, specialized accounts. Identifies and resolves complexaccounting transactions that create out-of-balance conditions infinancial reports. Tracks back through a series of transactions anderroneous adjustments to isolate the original error and correct it.Knowledge of accounting theories, practices, methods, and techniques anda knowledge of organizational and program practices, policies,functions, and programs. A professional knowledge of governmentalaccounting policies procedures, regulations, laws, and stipulations toaccomplish independently a variety of assignments. Skill in analyzingaccounting systems or in modifying and adapting conventional accountingand analytical techniques to solve a variety of accounting problemsKnowledge of agency policies, practices and regulations and theregulatory provisions applied to the appropriations and budgetaryprocess to ensure the system accurately portrays operations and adheresto accepted principles. Knowledge to complex work assignments Aknowledge of automated systems design practices and limitations todescribe system specifications and requirements to computer programmersand software specialists.
