The Work You Will Do:
The Local Veterans’ Employment Representative GOCII performs duties set forth in Title 38 of the United State Code (U.S.C.) as amended by Public Law 107-288, the Veterans’ Program Plan of Services and the State’s Roles and Responsibilities for DVOP’s and LVER’s. The incumbent will assure the CareerSource Center compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for veterans. The incumbent provides direct workforce services to veterans and employers on behalf of veterans. The LVER Government Operations Consultant II is a member of the Florida Commerce team with CareerSource Palm Beach County.

Your Specific Responsibilities:
The LVER GOC II Specialist monitors federal agencies’ job listings; reports findings through normal administrative channels to the Director of Veterans Employment and Training Services (DVETS) and the Office of Federal Contractor Compliance Programs (OFCCP) evidence of failures in providing priority or other special consideration in the provision of services to veteran applicants as required by law and regulations.
The Specialist also works closely with appropriate Department of Veterans Affairs (VA) personnel engaged in providing counseling or rehabilitative services to veterans; and cooperates with employers in identifying disabled veterans who have completed or are participating in a vocational rehabilitation training program and need employment.
You will also
conduct veterans program training for all one-stop associates,
facilitate priority workforce services,
monitor job listings and subsequent referrals of qualified veterans to ensure required priority of services is afforded to veterans,
plans and participates in job fairs for veterans, employer mass recruitments, employer recruiting agreements,
serve as an advocate for veterans in the CareerSource Career Center by contacting employers, unions, chambers of commerce, economic development units, apprenticeship programs, training providers, etc. to promote the veterans’ program, CareerCenter services and develop employment and training opportunities for veterans,
Promote credentialing and certification for veterans,
Contact veteran services organizations, community and faith-based organizations, Reserve/National Guard units, etc. to promote the Veterans’ Program and Career Center Services
Promote and monitor the participation of veterans in Workforce Investment Act (WIA) and other one-stop and federally funded employment and training programs.
Required Knowledge, Skills, and Abilities:
Working knowledge/experience using Microsoft Office applications, incl. Word, Excel, PowerPoint
Knowledge of the principles and techniques of effective customer service
Knowledge of the basic principles of counseling and case management
Skilled in group presentations or workshop instruction and/or facilitation
Ability to promote and market the Career Center
Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.). IAW the Veterans Benefit Act of 2010, 38 U.S.C § 4102(A) (c)(8)(A) requires all newly hired GOC II LVER specialists to satisfactorily complete Jobs for Veterans State Grant (JVSG) training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment.
The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 6 months of employment in the position.
Required to travel locally and must furnish own transportation.
The incumbent may be required to work weekends or after regular work hours at job fairs, or community meetings.
