  Essential Job Duties:

  The position will ensure knowledge transfer of the programs to professional staff and Medicaid beneficiaries accessing enrollment and participating in the program.

  Position Overview:

  This position will provide administrative support to two 1915 © Home and Community-based Services waivers, known as the Community Alternatives Program for Children ( CAP /C) and Disabled Adults ( CAP /DA). The CAP waivers are authorized under section1915© of the Social Security Act and comply with 42 CFR § 440.180. These programs provide a cost-effective alternative to institutionalization by supporting a physically disabled Medicaid beneficiary to remain in or return to a home and community-based setting.

  This position will develop and deliver initial and ongoing training to ensure that professional staff and Medicaid beneficiaries understand CAP waiver clinical policies and federal and state assurances. This position must present multi-modalities training materials in a culturally sensitive and age-appropriate format to accommodate a variety of adult learning styles. This position will also validate core training competencies.

  Other Work/Responsibilities:

  Create an education and training curriculum for professionals supporting individuals seeking long-term care and home and community-based services

  Develop and distribute content, such as desktop tools, standard operation procedures, fact sheets and risk-evaluation metrics

  Conduct an annual case management entity training on HCBS waivers through in person classes and webinars to review and discuss training content for each program

  Develop and update a resource guide that includes desktop tools, Fact Sheets (FAQs) and risk-evaluation metrics to support professionals understand HCBS and how to complete program enrollment forms

  Conduct quarterly case management entity training on new program concepts and releases by webinar

  Create evaluation metrics for hospital case managers and discharge planners on deinstitutionalization of patients, the qualifications for enrollment in the waiver programs and how to complete the referral form

  Create a page on the AHEC website that can link to other IT systems to house and archive desktop tools, standard operation procedures, fact sheets, FAQs, and other resource guides and materials, including performing quarterly maintenance of the website to ensure the training and resource materials and FAQs are up to date

  Develop and update FAQs and resource tools for waiver participants and primary caregivers on understanding HCBS , making a referral and how to request and use waiver services.

  Create marketing and outreach materials on target populations for waiver enrollment to distribute to physicians, discharge planners, nursing facilities, schools, community-based organizations, case management entities, and other health care organizations.

  Host a case management and care coordination institute to train and inform case management entities on the core principles of case management/care coordination for disabled and medical fragility children and adults

  Required Qualifications:

  Proven experience in adult education

  Proven experience with public speaking

  Proven experience in multimodalities trainings

  Understanding of different cultures and diversity

  Proficient in Microsoft Office products, including Word, Power Point, Publisher Excel, and Outlook

  Ability to establish and maintain effective working relationships with other state agencies, providers of services, advocacy groups, and other organizations

  Ability to work independently with minimum or no supervision

  Ability to effectively manage multiple tasks and priorities

  Proven ability to develop training evaluation metrics

  Working knowledge of long-term care supports and services and home and community-based care

  Proven ability to apply complex Federal and State regulations into training materials

  Preferred Qualifications:

  Master’s degree in communications, public relations, public affairs, education, health policy or related field from an appropriately accredited institution and two years of experience in Medicaid/Medicare long-term services and supports, home and community-based programs and adult education; or an equivalent combination of education and experience

  Proven ability in developing, implementing, and adapting processes used to engage stakeholders and support colleagues by planning, executing and measuring in-person and virtual events of varying size and scope, such as public hearings, listening sessions and webcasts.

  Experience with design software, such as Microsoft Publisher, Adobe Photoshop, Adobe InDesign or Adobe Premiere Pro.

  Previous working experience in public relations in health care, social services or government entity.

  Working knowledge of the instructional programming being taught.
