  Summary This position is located in the Department of Homeland Security, United States Coast Guard, Office of the Judge Advocate General, Office of Legal Policy and Program Development located in Washington, DC. Responsibilities This position is responsible for researching, developing, implementing and evaluating plans, standards, policies and procedures to enhance training and professional development within the legal program for Headquarters and all field level units. The incumbent serves in an advisory role as consultant and technical advisor to senior management on training, develops and executes the legal program training. Planning and coordinating the development of curricula for courses related to the Coast Guard's Legal Program Professional Development and Training. Developing and conducting studies and evaluations of leadership and professional development programs to recommend methods for improving policy, procedures, methods and doctrine concerning the training and professional development of Coast Guard legal program members/employees. Analyzing the Coast Guard's near and long-term planning estimates and budget requests to determine the impact on the training and professional development program. Developing short-term and long-term resource strategies for training and professional development programs in the Coast Guard Legal Program. Coordinating with FORCECOM/DoD/DoJ and other organizations to obtain training and professional developments training for 300+ CG military and civilian attorneys and 80+ support staff within CGJAG office. Overseeing the legal programs use of the Coast Guard’s IT training systems to ensure proper documentation of training request and attendance is entered into those systems. Assisting with formulating and managing overall policies, plans and programs for the professional development and training Program. Serving as the Conference Coordinator for conferences hosted by The Judge Advocate General Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. You may be required to serve a one-year probationary period. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Basic Requirements Education: Undergraduate and Graduate Education: Major study -education or a subject area related to the position to be filled. or Specialized Experience You qualify if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Resume must demonstrate that you meet the specialized experience below: Creating a variety of training products (lesson plans, job aids, course manuals, instructor guides ect.) according to written standards and guidelines; AND Providing recommendations for a training program; AND Assisting with the coordinating resources for training sessions (instructors, facilities, funding ect.); AND Evaluating or revising curriculum for a training program. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement.
