  Summary This position is located within the Department of Homeland Security (DHS), U.S. Coast Guard, Training Center Yorktown, Training Division, Response Branch, Emergency and Disaster Management School (EDM), in Yorktown, VA. Responsibilities The incumbent is responsible for assisting with design and development, revising, and conducting courses. Work includes establishing training criteria to meet organizational requirements, formulating training plans, assessing program effectiveness, and updating improved curricula recommendation as needed. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a liaison between EDM and program elements located at the Deputy Commandant for Operations (DCO), Deputy Commandant for Mission Support (DCMS), Forces Command (FORCECOM), and Operations Command (OPCOM), Districts, and field units. Maintaining contact with Coast Guard and other government agencies implementation of preparedness, planning, exercise, and response/incident management process and procedures to ensure course validity and curriculum updates. Assisting with development and delivery of curriculum content including, course outlines, lesson plans, instructor guides, student guides, test, and handouts ensuring course material is technically accurate and appropriate. Developing tests and curriculum for instructors in the field and conducts studies to improve methods of instruction. Conducting regular (annual) review of all courses, defining problematics areas, and implementing changes to reflect new technologies, training procedures, and shifts in training focus. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires occasional travel. Must be able to obtain and maintain the Coast Guard Instructor (PER-JC) And Master Training Specialist qualifications. Complete at least one Incident Command System course Valid Driver's License required. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications GS-11 grade level: Applicants must possess one year of specialized experience equivalent to at least the GS-09 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work and demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience analyzing, designing, developing and producing curriculum material such as course outline, guides, lesson plans, tests to include assisting in development or review of training/course materials, aids, devices, etc., and evaluation of training results; and working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
