Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years professional level experience in teaching; social services; counseling; engineering; administrative services; human resources; or training.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training in education, social work, counseling, engineering, business administration, public administration, or human resources will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
A master's degree in qualifying fields will substitute for one year of the required experience.
Graduate training will substitute for a maximum of one year of the required experience.
Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR) or as a Senior Professional in Human Resources(SPHR) may substitute for a maximum of one year of professional experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
Job Concepts
Function of Work:
To manage a training program, including multiple functions such as needs assessment, post course evaluation, administrative activities, development of policies and procedures and new course development.
Level of Work:
Manager.
Supervision Received:
General from a Training and Development Staff Manager 2, Human Resources Director or other administrative official.
Supervision Exercised:
Functional over professional and technical staff on a project basis. May exercise direct supervision over lower level Training and Development Specialists and other support personnel.
Location of Work:
State Department, Large 24 hour institution or equivalent.
Job Distinctions:
NOTE: The allocation of Training and Development Program Managers is based on location, type of courses, audience composition and function.
Differs from Training and Development Staff Managers 1 and 2 by lack of full administrative responsibilities for all programs and personnel.
Differs from Training and Development Specialist 3 by being the only Training and Development position at a State Department, large 24 hour institution or equivalent based on functions, courses and audiences and complexity of assignments or by having responsibility for a training program in a large multi-program training and development unit.
Examples of Work
Initiates surveys to determine immediate and long range training and development needs of the agency.
Performs research of complex technical material, legal issues and concepts and contemporary issues to develop training materials.
Develops highly complex, technical presentations, technical communications, documents, text books and evaluation instruments.
Drafts and manages the budget for the training program in the agency or facility served.
Drafts and manages the budget for their assigned training program.
Develops and delivers training on the application of federal and state mandates to agency operations.
Administers stipend, tuition reimbursement and other funds programs for the agency.
Plans training programs to meet court ordered licensing and certification for health, social, medical and other certifications.
Coordinates workshops, seminars and conferences and provides for specific training in areas of new development applicable to the agency's operations.
Determines need for and acquires audiovisual and photographic support services for training programs.
Delivers the full range of courses to all levels of audiences with emphasis on presentations developed for specific audiences.
Analyzes ergonomics of new technologies (i.e. microcomputers, construction materials, medical procedures, group homes, etc.) and determines need for instruction and materials required.
Prepares reports of training conducted, effectiveness of training and attainment of goals.
Manages a skills inventory program to effectively utilize employees' capabilities in staffing the organization.
Directs, reviews and evaluates training materials developed by others for consistency, technical accuracy and compliance with established standards and department policies.
