Division/Program Summary Description:

Bureau of Communicable Disease (BCD), part of the Division of Disease Control, is responsible for the surveillance, prevention, and control of over 70 infectious diseases including foodborne, enteric, waterborne, respiratory (including COVID-19), zoonotic and vector borne diseases. Within BCD, the Outbreak Preparedness Team works to coordinate communicable disease vaccine and testing when indicated for outbreak response. This team also ensures the BCD team is able to transition smoothly into the Incident Command System (ICS) structure when there is a public health emergency. This includes ensuring that staff are prepared and ready to be activated, supporting logistics for staffing, mobilization, and intra-divisional communication.

Position Summary:

You will coordinate the vaccine/testing response for the Bureau of Communicable Diseases (BCD) in outbreaks and congregate settings and will also assist with Incident Command System activities including staffing and resource allocation for BCD.

Job Duties and Responsibilities:

Under the supervision of the Outbreak Preparedness Team Lead: Support the detection and mitigation of COVID-19 and influenza in congregate residential settings such as adult care facilities and shelters, as needed depending on facility demand or outbreaks.

Manage programmatic data in the internal communicable disease surveillance database using structured protocols.

Assist with emergency planning by supporting Surveillance and Epidemiology Emergency Response Group (ERG) staffing and training.

Interpret and convey federal, state, and local guidance to external partners and contracted vendors.

Support other bureaus/teams as needed for testing and vaccine response in outbreak settings.

Provide general support to BCD, including participation in the Research Scientist of the Week rotation and other shared duties.

Participate in the Incident Command System Surveillance and Epidemiology branch to support emergency response activities as needed.

Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
