DESCRIPTIVE STATEMENT:
The CAFFE Court Liaison is a temporary part-time grant funded position under general supervision of the Court Administrator and the Municipal Court Judge. The CAFFE Court Liaison is responsible for connecting defendants with financial coaches at the Pueblo Financial Empowerment Center (FEC). The City is seeking a dynamic, committed individual with strong interpersonal skills and a passion for assisting low-income defendants resolve cases while building greater financial stability.
CITIES ADDRESSING FINES & FEES EQUITABLY (CAFFE) BACKGROUND
The National League of Cities (NLC) launched the Cities Assessing Fines & Fees Equitably (CAFFE) initiative to help residents reduce debt while boosting financial security. The CAFFE program aims to improve the financial stability of Pueblo residents by reducing the harmful effects of municipal fines and fees on residents’ financial health. Municipal fines and fees can place financial strain on residents and can create barriers to housing, employment, food access, medical care, and overall well-being. The CAFFE program has been added to Municipal Court’s existing community service program which allow defendants to be held accountable while getting credit against their Municipal Court fines and fees for participation in financial counseling through Pueblo’s Financial Empowerment Center.
PUEBLO FINANCIAL EMPOWERMENT CENTER BACKGROUND
The Cities for Financial Empowerment Fund (CFE Fund) supports local governments in implementing financial coaching as a free public service. The Pueblo Financial Empowerment Center (FEC) aims to improve the financial stability of households by providing high-quality, one-on-one financial education and coaching. Professionally trained coaches support their clients in navigating complex financial challenges and choices, helping them identify and meet present challenges and future ambitions. FEC clients receive free assistance with money management, budgeting, reducing debt, establishing, and improving credit, connecting to safe and affordable banking services, building savings, and referrals to other services.
DUTIES & RESPONSIBILITIES:
This job description is an overview and is intended to describe the general nature and level of work being performed. It’s not intended to be an exhaustive list of all the functions and tasks required for the position.
ESSENTIAL FUNCTIONS:
Develop and implement an effective referral strategy for individuals who owe Municipal Court fines and fees based on their priorities, geographic needs, and other goals;
Refer municipal defendants to the FEC for community service;
Track defendants’ success in the FEC program and provide regular reports to Municipal Court and the FEC.
Maintain confidentiality of defendant information.
Support and maintain relationships with the FEC, referral partners, and local government agencies.
Educate defendants, clients, and the public about Municipal Court fines, fees, and community service as well as the FEC.
Build rapport with defendants to cultivate trust and engagement in Municipal Court community service programs primarily financial counseling through the FEC.
Support the marketing, outreach, and strategic referrals of individuals through the Municipal Community Service program to the FEC.
Participate in regular meetings with the CAFFE team, Municipal Court, and FEC.
Participate and successfully complete all Municipal Court training, FEC Model training, and ongoing professional development.
Cross trains as requested; and
Performs other duties as assigned.

The incumbent must have the ability to lift and move files and supplies weighing up to 30 pounds, with or without accommodation. Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing. Position requires up to 8 hours per day using the computer and looking at computer monitors. The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers.

MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills and abilities listed above, this position requires the following:
A high school diploma, GED, or higher education (associate degree or higher preferred); andAt least one (1) year recent customer service experience in the legal, financial, or other highly detail-oriented field.
SPECIAL CONDITIONS OF EMPLOYMENT:
The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity, frequent interruptions, and high mental stress. Incumbents must be willing to work additional hours or overtime, if required. The incumbent may be assigned to work night court sessions. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies. Punctuality and attendance are an especially high priority as the individual may be the sole clerical support. The incumbent must be able to maintain a high level of confidentiality and integrity as they are required to handle extremely sensitive information.
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.

City of Pueblo Temporary and Seasonal Employee Sick Leave Benefits
Beginning January 1, 2021, all employers in Colorado are required to provide paid sick leave to employees under the Healthy Families and Workplaces Act (“HFWA”). Said leave is accrued at one hour of paid sick leave for every 30 hours worked, up to a maximum of 48 hours.
Per the Act, leave may be used for any of the following reasons:
The employee has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
The employee needs to care for a family member who has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
The employee or family member has been the victim of domestic abuse, sexual assault, or harassment and needs to be absent from work for purposes related to such crime; or
A public official has ordered the closure of the school or place of care of the employee's child or of the employee's place of business due to a public health emergency, necessitating the employee's absence from work.
Consistent with the HWFA, part-time temporary and seasonal employees of the City shall not carry forward more than forty-eight (48) hours of unused sick leave from one year to the next.

City employment as a temporary or seasonal employee means that the most you can expect to work is 1300 hours in a calendar year. Depending on the work schedule required by the hiring department, this means more time to spend with your family and/or doing other activities.
