  Summary This position is located in the Department of Homeland Security, United States Coast Guard, Aviation Logistics Center/Command, Engineering Services Division (ESD), Elizabeth City, North Carolina. Responsibilities The purpose of the position is to provide Subject Matter Expertise (SME) in technical information management across various functional areas fields pertaining to technical data, configuration management, S1000D technology, and Interactive Electronic Technical Manuals (IETMs) and associated intelligent maintenance data. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as the Aviation Technical Information Portal (ATIP) Program Manager. Providing support and guidance to ensure full transition from traditional paper/electronic publications to IETM format. Performing expert-level review, guidance, analysis and validation in support of the management of S1000D technical information, Data Modules, Engineering Drawings, 3D Models, Technical Publications, and Maintenance Procedure Cards (MPCs) Evaluating program needs and determining where changes to existing guidelines are required and developing or recommending changes to accomplish these plans. Interfacing with various technical and logistics personnel to exchange information and coordinate policy development to ensure all elements of logistics are accounted for. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a Secret clearance. Obtain and Maintain Contracting Officer Representative (COR) Certification All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Basic Requirements: Education : A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. OR Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum. OR A combination of education and experience as described above. In addition to meeting the basic requirements above: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Gathering information from a wide variety of difficult to locate sources; analyzing information and responding to inquiries from customers requesting technical information; applying subject matter knowledge in the field of accessing, organizing or disseminating data and information required. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement.
