PURPOSE:
CareFirst is undertaking digital product and platform transformation efforts which requires enterprise agility paired with the retooling of our technology stack to speed delivery and expand our reach. The Care to Pay Value Stream team is leading this charge by driving the modernization of our core administrative platforms and capabilities. To drive this transformation, the Technical Delivery Lead/Value Stream Coordinator is a leadership role focused on executing our platform and product roadmaps through the delivery of value across the value stream.
Responsibilities include ensuring solutions deliver tangible business value by collaborating with Customers, Stakeholders, Value Streams, and User Experience. Supports delivery of the product roadmap, optimization of value delivery and elimination of technical debt. Partners with Value Stream and Agile Release Train (ART) leadership to define outcomes-based Value Stream Objectives and Key Results (OKRs) to ensure predictable delivery of value to our customers.
ESSENTIAL FUNCTIONS:
Support delivery of core operational platform, value stream backlog and product roadmap capabilities. Includes migration activities required to support platform transitions.
Coordinate across value streams to ensure dependencies (features and value outcomes) are captured and managed effectively.
Manage 3rd party delivery partners to ensure effective collaboration and value delivery.
Support development and maintenance of the platform vision and roadmaps to align with business and corporate objectives. Identify key milestones in the product roadmap.
Understand vendor product roadmaps and align business feature and value delivery as appropriate.
Identify and implement functional and non-functional requirements, ensure its completeness, integrity, and technical feasibility.
Gather key results to report progress on OKRs and identify new opportunities to support the CareFirst Operating Plan and strategic themes.
Address implementation risks and issues and closely collaborate with enterprise program management team.
Establish and maintain stakeholder relationships, facilitating stakeholder communication, effectively translating technical solutions into value proposition.
Collaborate with product management and product ownership, supporting PM/PO standards and best practices.
Provide necessary guidance to the value stream teams and enterprise PMO related to flow of requirements and continuous improvement efforts.
Support regular updates to executive leadership as required including coordination of materials and preparation meetings.
Support business case value and financial tracking, including creation of change requests as required.
Support IT and value stream leadership during strategic planning, corporate goal tracking, operational assessment updates, monthly P&L reviews and other reporting as required.
QUALIFICATIONS:
Education Level: Bachelor's Degree in Business Management or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Licenses/Certifications Upon Hire Preferred:
Certified Project Management Professional (PMP)-PMI.
SAFe certification.
Experience: 10 years experience in a program operation roles with 3+ years in a program management capacity.
Preferred Qualifications:
Master's degree.Knowledge, Skills and Abilities (KSAs)
Ability to recognize, analyze, and solve a variety of problems.
Proficient in Microsoft Office applications.
Proficient in project planning and life cycle development.
Excellent communication skills both written and verbal.
Ability to train and mentor others.Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
Salary Range: $129,680 - $231,803
Travel Requirements:
Estimate Amount: 10% - monthly leadership/program team meetings in Maryland.
