Responsibilities
What You'll Do:
This position will lead and facilitate supplier diversity initiatives for the Company’s business units. In this role, you will serve as the subject matter expert and act as advocate to ensure maximum practicable subcontracting opportunities are offered to Small Business (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB), Service Disabled Veteran-Owned Small Businesses (SDVOSB) and small businesses in Historically Underutilized Business Zones (HUBZone). , but to boost quality, brand, market share within program objectives while driving Economic Impact in the communities live and serve. Primary responsibilities include monitoring adherence to subcontracting plan goals on active, reportable programs during contract execution and works with program teams to improve subcontracting performance.
Responsibilities:
Serves as a Company’s Small Business Liaison Officer (SBLO).
Establishes, directs, and manages small business subcontracting goal development and subcontracting plans for multiple programs and program capture activities.
Works with proposal teams to interpret small business requirements, identify and vet small businesses for opportunities to support program requirements, provide small business subcontracting past performance information, and prepare small business participation and commitment plans and individual small business subcontracting plans for federal proposals and contracts.
Collaborates with Supply Chain and business line leadership to ensure appropriate identification, qualification, and inclusion of small businesses and diverse suppliers.
Works with Supply Chain, Contracts Managers, and Program Managers and to ensure compliance with FAR Part 19.
Full understanding of Small Business Programs and federal contract requirements related to small business laws, regulations and company policies and procedures.
Assists in compliance reviews with the Small Business Administration, DCMA, Internal/External Audit, and other oversight agencies as required.
Monitors adherence to subcontracting plan goals on active, reportable programs during contract execution and works with program teams to improve subcontracting performance.
Analyzes PO data and produces monthly, quarterly, and semiannual reports for internal analysis and reporting.
Responsible for preparing and submitting semi-annual Individual Subcontracting Reports (ISRs) and additional small business reports as needed.
Leads training initiatives to educate internal stakeholders on small business and supplier diversity requirements, programs, and systems
Acts as advocate to ensure maximum practicable subcontracting opportunities are offered to Small Business (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB), Service Disabled Veteran-Owned Small Businesses (SDVOSB) and small businesses in Historically Underutilized Business Zones (HUBZone)
Represents organization as a Small Business Subject Matter Expert (SME)
Interacts with internal and external personnel on a variety of significant matters often requiring coordination with various business functions across the enterprise
Manages workloads, priorities, and deadline requirements to meet the needs of internal/external customers with respect to proposals, data analysis, reporting, and Ad-hoc requests and approvals
Acts as the focal point for small businesses interested in becoming a V2X supplier or expanding their current support
Collects and disseminates supplier capability and pursuit information and facilitate introductions to Business Development, Capture, Program, Engineering, and Supply Chain and will follow-up for disposition
Validates supplier information and conducts market research and intelligence as needed using various external sites/systems like USA Spending, Federal Procurement Data System, and System for Award Management, Dynamic Small Business Search, SBA.GOV, and agency SB program offices
Develop and deliver presentations as well as support internal training provided to various business functions
Attend outreach events and represent the company’s supplier diversity program as a participant and/or panelist
Qualifications
Minimum Qualifications:
Education/Experience:
Bachelor’s Degree with 8+ years of experience in government contracting, supply chain management, project management, and/or proposal operations or Master's degree and 5 years of this experience; 4 years of additional related experience may be substituted in lieu of degree.
Experience as a Small Business Liaison Officer (SBLO) / Supplier Diversity Specialist.
Experience developing Small Business Subcontracting and Participation Plans.
Experience with Small Business Subcontract Reporting (ISRs and SSRs).
Preferred Qualifications:
Experience in procurement/subcontract management in a CPSR environment.
Advanced understanding of FAR 19.704 requirements and DCMA Small Business Subcontracting Program Compliance Reviews.
Other Requirements:
Ability to travel up to 25%.
US citizenship required, ability to obtain clearance.
Preferred:
Active TS/SCI or DoD secret clearance.

The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company.
USD $ 110k - $165k
Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
