Summary You will serve as a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST in the HAZMAT Division, Regional Services Department, NAVSUP Fleet Logistics Center (FLC) Bahrain ofNAVSUP FLEET LOGISTICS CENTER BAHRAIN . The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Responsibilities You will serve as the technical advisor to all echelons of management within the activity You will ensure the Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP) is implemented and adhered to throughout the Fifth Fleet AOR. You will attend and participate in conferences as representative and devise solutions to critical problems, both ashore and afloat. Prepare and issue approved directives, procedural guides, manuals and other guidelines for implementation. You will manage and integrate the supply, transportation, and material management process to ensure the efficiency and effectiveness of customer activities, the minimization of costs to the government, and fleet/ shore based readiness. You will analyze supply support programs to determine overall effectiveness and compliance with applicable laws and regulations. You will analyze and resolve problems involving supply processes, work methods, and operational procedures utilizing data from the Enterprise Resource Planning (ERP) system. You will inform management of problems or controversial matters and possible resolutions to institute modifies business practices and processes. You will manage, supervises, develops and executes policies and procedures for work involving the daily operations of HAZMAT Management, Procurement, Warehousing and Inventory Management Programs. You will provide mastery level support for the HAZMAT Management, Procurement, Warehousing and Inventory Management using Enterprise Resource Planning (ERP) program and locally designed databases. You will coordinate, establish, and devise procedures and support for regional HAZMAT and CHRIMP training and courses for other facilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying skill and knowledge to solve complex problems involving HAZMAT, Navy Enterprise Resource Planning (ERP), and CHRIMP (Consolidated Hazardous Material Reutilization and Inventory Management Program) by modifying, improving, evaluating or developing new methods to meet program requirements; 2) Utilizing knowledge of federal and local HAZMAT laws, regulations, and CHRIMP instructions to provide technical guidance or assistance to operations and/or activities; 3) Developing program timelines to measure performance, improve processes and to manage complex programs and/or projects and updating higher authorities on current issues; 4) Preparing and delivering briefings at conferences to issue approved directives, procedural guides, manuals and other guidelines for implementation within the region; 5) Managing, developing, and executing policies and procedures for work involving the daily operations of HAZMAT Management, Procurement, Warehousing and Inventory Management programs. In addition, this position requires Anthrax vaccinations. The Anthrax vaccination is a series of 6 shots occurring at 0, 2 and 4 weeks; then at 6, 12 and 18 months, followed by an annual booster as long as you remain in the position. We strongly recommend that you begin the Anthrax series before arriving in Bahrain and provide a shot card or other medical verification upon arrival. If this is not possible, you will be required to report to the Branch Health Clinic to receive these mandatory vaccinations within 15 days of arrival. This position is an Emergency Essential, In the event of a crisis situation, the incumbent or designated alternate must continue to perform the duties of their position until relieved by proper authority. The incumbent or designated alternate may be required to participate in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impacting the capability of the organization to function effectively. Physical Demands: The work is primarily sedentary. Typically, the employee may sit comfortably to do the work. However, there is occasional walking, standing, bending, driving an automobile and visiting outside locations. Travel of up to 25% is required. Work also includes scheduled travel to field sites outside the commuting area. On occasion, incumbent may be required to inspect ships and, in doing so, will climb steep ladder wells. Due to this requirement, a physical is required. The incumbent must be able to work effectively under pressure and stressful conditions due to frequent emergent requirements, interruptions, and dynamic conditions. Work Environment: Most of the work is performed in an office setting. Incumbent may also be required to inspect field sites and ships. Accordingly, the work involves normal risks or discomforts associated with an office and outdoor environment that requires normal safety precautions typical of such places.
