  Summary The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist - Compensation & Pension. The Program Specialist will function at the Parma, Ohio VA Outpatient clinic within Community Outpatient Service. Responsibilities Duties include but not limited to: Direct supervisory responsibility over the Compensation and Pension Program (C&P), the Commercial Driver's License Program (CDL), and the Environmental Health Registry Program (EH). Assigns and oversees proper and timely completion of reports and notes for VA-2507 disability exams, Commercial Driver's License Exams, addenda, opinions, death opinions, incarcerated Veteran exams, in-home disability exams, Prisoner of War exams, Board of Veteran Appeal exams, and Referral exams. Manages and oversees the successful operation of the Compensation & Pension disability exams program by facilitating completion of medical disability assessments. Works as a liaison between VBA, C&P disability examiners, Veterans, family members, Veteran Service Organizations (VSOs), attorneys, treating medical providers, and other stakeholders. Provides training to administrative staff on all scheduling and administration functions. Manages and oversees the successful operation of the Environmental Health Registry exams program by facilitating completion of toxic exposure registry exams. Works as both a subject matter expert and a liaison between VBA, Environmental Health Clinicians, C&P disability examiners, Veterans, family members, Veteran Service Organizations (VSOs), attorneys, treating medical providers, and other external stakeholders. Monitors the Gulf War, Agent Orange, Ionizing Radiation, Toxic Embedded Fragments, Depleted Uranium, Airborne Hazards, and Open Burn Pit Registry Programs. Plans and organizes work in the Commercial Driver's License Exam program to include creation and management of clinics, review of completed notes, adjusting workflows, coordinating training for examiners, developing, and ensuring compliance with regulations. Initiates, approves, audits, and works as an administrative liaison between VANEOHS and VBA-concerning CSEM (Common Access Security Employee Management Systems) requests. Participates in regular outreach and public affairs activities to build and maintain positive relationship with external stakeholders and local Veterans to increase enrollment. Communicates regularly with Veteran Service Organizations around the catchment area to provide support, education, and networking. Work Schedule: Monday - Friday; 8am - 4:30pm Virtual: This is not a virtual position. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles of health services administration, including an understanding of the concepts of medical care organization in order to assist the ACOS, Primary Care Service, with management of the Primary Care Service, as well as the affiliated educational programs. Knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls; and to prepare recurring administrative status reports. Knowledge of management analysis principles and concepts; a knowledge of a small medical facility mission, functions, goals and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations in order to conduct limited studies and evaluations regarding medical facility operations and activities. Knowledge of key personnel and lines of authority within a medical facility to effectively manage administrative activities and the flow of information. Ability to identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to qualify at the GS-11 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed in an office or similar setting involving everyday risks or discomforts which require normal safety precautions. The work area is adequately lighted, heated, and ventilated. The work requires some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching, and infrequent lifting of moderate to very heavy items, network, and audio-visual hardware, upwards of fifty pounds or more, which may involve supplemental staff to ensure safety.
