About Supervisory Program Analyst

  Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This Supervisory Program Analyst position is located Security Operations/Domestic Aviation Operations/Screening Operations, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Operational Analysis and Strategic Planning Analyzes both operational and performance-based metrics to ensure compliance with Transportation Security Administration (TSA) programs and develops and recommends approaches to address current and anticipated problems and issues. Serves as the liaison and conduit between the TSA program offices, DAO Hub offices, and the Aviation Coordination Division (AVCOR). Reviews SO/DAO strategic plan and assists hubs and field offices with aligning the agency's mission, vision, and values into the division's strategies, goals, objectives, work plans, work products, and services. Engages with executive-level Federal Security Directors (FSDs) to respond to requests for assistance with the deployment of new and emerging technology and guidance related, but not limited to, ATLAS and Behavior Detection (BD) capability. Approves comprehensive written reports and required paperwork associated with the DAO and higher headquarters taskings for both the TSA and the Department of Homeland Security (DHS). Serves as the first-line supervisor and directs all aspects of the work of subordinate employees including planning, assigning, reviewing, and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions. Manages allocated resources (staff, budget, equipment, etc.) to organize workload and meet priorities and objectives. Leads the continued evolution of BD capability efforts across Federalized airports, and is often asked to develop new policies, procedures, and approaches that take into consideration TSA policies, Government-wide rules and regulations, and external concerns. Requirements Conditions of Employment Position is designated Critical-Sensitive (3) requiring the incumbent be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). Routine counterintelligence polygraph testing is required. Position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent is required to submit to drug testing for (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing prior to appointment and periodically thereafter. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Developing and implementing strategies that optimize individual and team performance within an organization; Preparing various analytical reports and providing recommendations based on collected data to senior leadership; Conducting complex analytical studies and initiatives to explore trends, develop and track metrics, and identify leading indicators. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. TSA will not make a monetary payment for any leave forfeited under these circumstances.
