About SUPERVISORY IT SPECIALIST (SYSANALYSIS)

  Summary You will serve as a SUPERVISOR in the Code 56252 of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will provide technical and supervisory leadership to engineers, scientists, and administrative specialists involved in Research, Development, Test and Evaluation (RDTE) and integration tasks developing intelligence software applications. You will develop software design, create software wrappers, integrate software, and create user interfaces, while assuring production of a quality product. You will analyze and assess implementation and display of analyst tool and data fusion of ISR data in Command, Control, Communication, and Computer ISR (C4ISR) systems. You will provide documentation including monthly, quarterly, and final reports as well as briefing material required and requested by multiple sponsors. Requirements Conditions of Employment Qualifications Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Provides technical and supervisory leadership to engineers, scientists, and administrative specialists involved in Research, Development, Test and Evaluation (RDT&E). 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: involves the rigorous application of information security and information assurance. policies, principles, and practices in the delivery of intelligence systems software applications to the customer. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Analyze and assess implementation and display of analyst tool and data fusion of ISR data in Command, Control, Communication, and Computer ISR (C4ISR) systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Validate existing software code, determine pros and cons of the approach, as well as identify risks with maintaining the software, and define, design, and develop new software requirements and capabilities. In addition to your experience demonstrating the four competencies above, your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector in providing research, analysis, systems engineering, design, development, acquisition, and/or test and evaluation using innovative methods to ensure state of-the-art defense systems are delivered to Department of Navy (DoN) and Intelligence Communities (IC) programs. Knowledge and skills to lead and manage intelligence systems software RDT&E and integration tasks. Experience with Agile methodologies and Scaled Agile Framework. Skills in managing scientific and/or engineering programs and/or projects. Develop new features and bug fixes in Java, Linux, JBoss, Postgres, HTMLS, CSS, JavaScript and AngularJS. Develop software design, create software wrappers, integrate software, and create user interfaces, while assuring production of a quality product. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NM-2/3/4/5/6. This position is telework eligible as determined by the agency policy. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
