About Supervisory IT Specialist (INFOSEC)

  Summary This position is located in the Department of Health and Human Services, Administration for Children and Families (ACF), Office of the Chief Information Officer, located in Washington, District of Columbia. This positions will serve as the Chief Information Security Officer (CISO) for ACF. Responsibilities - Keeps current on security developments in the IT industry, and exchanges this information with ACF leadership, managers and end-users to foster an enhance mission performance. - Responsible for assuring that ACF IT security meets all requirements in compliance with federal laws, regulations and best practices. - Creates, maintains, and manages the security performance measure system that maps to the agency goals and the budget process. - As a recognized IT Security subject matter expert, effectively represents the CTO and CIO when interacting with stakeholders, HHS and ACF leadership, and representatives of business and industry communicating plans, programs, policies and objectives of the ACF OCIO. Requirements Conditions of Employment Qualifications Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Minimum Qualifications: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that includes (4) of the following (5) duties: Developing, planning, coordinating, administering, managing, staffing and supervising the office operations related to an IT security program; Directly supervising a team of professionals including planning/establishing work schedules; tracking program and quality of performance; and making work assignments and establishing priorities/deadlines. Planning/coordinating Information System, Security, and Privacy programs for an organization including security measures for all computers, electronic storage devices, and communication systems. Implementing and maintaining effective IT security performance measures for all IT resources and ensuring that reviews are conducted in compliance with established policies, standards, and regulations; Applying a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects, and systems Documenting Experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
