  Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, Maritime Intelligence Fusion Center, Pacific, Alameda, CA. Responsibilities The incumbent serves as Chief of the Analysis Section, Intelligence Operations Division (IOD) and Senior Intelligence Analyst for MIFC PAC. In that capacity, the incumbent manages military and civilian intelligence specialist who research, fuse, analyze, and assess national foreign intelligence and law enforcement intelligence relevant to operational and tactical decisions by the Vice Admiral and Commander, Coast Guard Pacific Area (PACAREA), the PACAREA staff, four USCG districts, and deployed forces. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing and implementing plans, policies, and procedures to ensure that analysis and production processes are followed in accordance with Coast Guard and Intelligence Community directives. Advising PACAREA Commander and MIFC PAC Commander on developments that affect USCG activities or U.S. maritime interests in the Pacific region. Identifying threats to USCG personnel, resources, and missions and assists PACAREA staff in assessing and managing risk. Establishing and maintaining regular direct contact and coordination with senior level officials of both the Coast Guard and other members of the Intelligence Community. Developing comprehensive strategies for the application of analytic tradecraft methodologies to answer complex questions in support of senior USCG decision makers as well as the operational echelons. Supervising the systematic review, exploitation, in-depth analysis and coordination of national, international, regional and local information and intelligence, law enforcement developments and trends. Supervising training efforts of the Branch by analyzing, developing and implementing training policies, procedures and guidelines applicable to Branch personnel. Identifying PACAREA intelligence and information requirements and develops an annual production plan to meet enduring requirements. This is a drug testing designated position. A Non-Disclosure Agreement must be signed. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. Must be willing to sign a non-disclosure agreement (NDA). This position requires a Top-Secret Security Clearance. Background Investigation is required. This position requires a Drug Test. All qualification requirements must be met by the closing date of the announcement. Qualifications To qualify for the GS-14 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-13 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Acquiring information through extensive means and alerting senior agency staff and command members to issues of or developments of special urgency or importance; Analyzing the validity, accuracy, and reliability of information received from a wide variety of sources; Preparing written contributions to interagency intelligence assessments, preparing and advocating agency position on controversial or disputed issues; Establishing key international liaison to obtain critical sources of operations intelligence; Serving as supervisor, team leader, or technical lead. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement. Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
