Summary The position is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO), Human Resources Center (HRC). This position has the responsibility of evaluating internal Human Resources Management (HRM) recruitment, staffing, personnel action processing and employee benefit delivery programs and conducting associated training HRC employees. Responsibilities Major Duties: Sets and adjusts short and long range staffing plans to meet the forecasted mission requirements and changes in critical competencies. Plans work to be accomplished by subordinates by preparing schedules for completion of work, assigns work based on priorities, selective consideration of the difficulty/requirements of assignments, and the capabilities of employees. Responsible for supervising personnel (e.g. issues supervisory instructions, evaluates subordinate performance, hears/resolves employee complaints, effects disciplinary actions, identifies training needs, and conducts interviews to include making recommendations for position appointments, promotions, or reassignments). Develops performance standards and finds ways to improve production or quality of work directed. Provides VA staff-level interpretations, advice, and guidance concerning Federal laws, executive orders, directives/decisions of OPM and other agencies relating to the HR oversight. Utilizes HR automated programs to track and report accurate recruitment data Advises management on recruitment strategies, sources, and special programs. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. GS-14 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade of GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience: Defined as experience that involves managing a Title 5 human resources training and development program related to recruitment and staffing; implementing, advising, and managing human resources employees, supervisors, and senior leaders in recruitment, staffing, and personnel action processing training programs; developing organizational strategies, goals, and deliverables related to a Title 5 recruitment and staffing program (ex. regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, briefing, etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
