  Summary This position is in Office of Mission Support (OMS); Office of Site Management and Operations (OSMO); Cincinnati Facilities Management and Services Division; Cincinnati Facilities Services Branch. About the Office of Mission Support | US EPA. This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *Work-from-home flexibilities may be authorized as described in the Benefits section. Responsibilities You will: Plan, organize and direct the activities of the organizational unit ensuring that they comply with legal and regulatory requirements and meet customer needs and develop goals and objectives to ensure safety and security. Exercise supervisory personnel management responsibilities by advising and providing counsel to employees regarding policies, procedures and directives of management that pertain to facility safety and security. Represent the Agency with a variety of functional area organizations. Provide expert advice and consultation to the Division Director in determining safety and security protocols for the EPA-CINC facilities. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. #LI-DNI This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You will be required to obtain and maintain a secret security clearance. If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period. Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing direction and supervision over the staff with responsibility over daily facility support services for all facilities. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of safety and security policies and regulations Skill to plan and schedule Ability to identify change in priorities and to take action Knowledge to select or recommend selection of candidates for vacancies, promotions, details and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives Skill to explain performance expectations, recommend awards, and resolve employee complaints Ability to identify employee developmental needs and provide or arrange for training to maintain and improve job performance Knowledge of matters related to facility health, safety, property, and security needs and requirements Skill in oral communication Ability to establish, develop, and maintain effective working relationships with high level officials Knowledge of health, safety and environmental regulations Ability to implement better practices in Health & Safety, Fire Safety, Physical Security, Property Management, Custodial, and Space Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
