  Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as the branch manager for the ATC Voice Communication Branch. Responsibilities The branch provides high quality test and evaluation services and subject matter expertise for various areas of ATC voice communications programs. Duties include, but are not limited to, supervising a staff of engineers, mathematicians, and high technical employees responsible for the development of Test and Evaluation Master Plans (TEMPs), Operational Test (OT) plans, procedures and reports; development of review comments for Developmental Test (DT) plans, procedures, and reports; review of prime development contractor products; witnessing of DT activities; and conduct of OT activities; responsible for reviewing, processing, and replying to actions in a timely manner and ensuring that the work with other FAA management, peers, customers, and guests is conducted efficiently. Provide guidance for employees in the areas of work and career enhancements; work with FAA employees on human resources-related issues, including time and attendance, personnel matters, scheduling work, Voluntary Leave Transfer Program (VLTP), and telecommuting agreements; manage leave requests and verify Labor Distribution through CASTLE; approve time and attendance after verification and chair regularly schedule staff meetings for branch. Typically directs the work of subordinate employees and/or managers for more than one organizational unit/program/project within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave, and taking, recommending or approving corrective/disciplinary actions as appropriate. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocated resources among organizational units/projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human recourse, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Contacts are primarily within the organizational unit, major subdivision, and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contacts with customers, other government entities, and other external parties to interpret policies/procedure or for other projects/program purposes. Has authority to make commitments for subordinate organizational units. withing guidelines. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of high level management. Regularly called upon identify problem areas and to develop and recommend new policies and procedures for resolutions. This is an interdisciplinary announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Basic Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Experience includes: Experience with the development of Test and Evaluation Master Plans (TEMPs), Operational Test (OT) plans, procedures and reports, development of review comments for Developmental Test (DT) plans, procedures, and reports, review of prime development contractor products, witnessing of DT activities, and conduct of OT activities. Qualifications must be met by the closing date of this vacancy announcement.
