About Sourcing Manager I

  GCI's Sourcing Manager, I is responsible for leading strategic sourcing projects to drive savings based on procurement category strategies. Function includes, but is not limited to full lifecycle project management of procurement events related to competitive bidding and incumbent renegotiations. This role directly affects the company’s cost structure and will have a direct impact on negotiated rates for products & services purchased by the company, margin improvement for cost of goods sold to company’s clients, and cost avoidance related to products & services purchased by the company. Strategic sourcing & negotiations activities will potentially include any area of expense and capital spending. Additionally, will be responsible to identify cost and process synergies while collaborating with project stakeholders and Vice President (VP) sponsors.

  Essential Duties:

  Conduct project kick off meetings; Interview stakeholders and document notes.

  Prepare data requests for suppliers and internal stakeholders.

  Collect and analyze data from suppliers and internal spend data; Collect and analyze invoice data.

  Read existing contracts to understand business and legal requirements.

  Research alternate suppliers to help create leverage and competitive bid opportunities.

  Work with business stakeholders and VP sponsors to document future demand/ quantity requirements.

  Develop and present baseline spend to VP sponsors, project team members and procurement leaders.

  Observe and document single source scenarios and business relationships that will impact sourcing events and negotiations.

  Create Request for Quotes (RFQ), Request for Proposals (RFP) and Requests for Information (RFI) as needed; Issue and analyze RFQ, RFP, and RFI

  Facilitate creation of supplier selection criteria with project team

  Work with procurement leaders/members, VP sponsors and project team members to build negotiation strategies.

  Create internal & external communications to keep stakeholders informed.

  Conduct reference checks for new suppliers; Collect incumbent supplier performance feedback from business stakeholders.

  Create deal summaries to prepare for negotiations; conduct peer reviews prior to negotiating with suppliers.

  Conduct contract and deal reviews with finance, legal, P/L owners, etc.

  Make award recommendations and facilitate the contract finalization; transition completed projects to business owners for ongoing monitoring.

  Maintain a SharePoint site with status updates, category/project documentation, and all work product.

  Work with other procurement members and foster a culture of learning, teamwork, and growth.

  Knowledge, Skills and Abilities:

  Knowledge: In-depth knowledge of telecom supply market capabilities, pricing, competition, licensing and commercial models, best practices, procurement methods, business process, tools and templates, contractual models, and effective stakeholder management. Proficient in Oracle, Procure to Pay tools, MS tool suite and ability to learn proprietary systems.

  Building Relationships: Highly effective at building relationships with executives, peers and subordinates; strong influencing skills and credibility.

  Problem Solving: Able to use judgment and escalate where necessary to extract maximum value from cross functional teams. Strong analytical skills including the ability to distill, synthesize, and draw conclusions on large amounts of data.

  Commercial Acumen: Able to assimilate opportunities for savings; effectively negotiates internally and externally to maximize value.

  Customer Orientation: Ensures that the customer’s needs are addressed in an effective manner.

  Projects and Teamwork: Fosters and builds effective relationships with stakeholders and able to create environment for learning & growth.

  Strategic Vision: Able to assimilate understanding of supply market and business to identify and exploit opportunities for spend optimization and savings; able to articulate and distill vision to foster cross functional stakeholder buy-in and support.

  Results Oriented: Completes sourcing projects within agreed timeframes; drives $500K to $3M in savings value annually.

  Certifications: Industry specific certifications are highly valued and can contribute toward education.

  Position Title: Sourcing Manager, I

  Grade: E05

  Additional Job Requirements: This is a mid-level position requiring the ability to work independently while performing moderately complex and diverse duties under deadlines and operating constraints. Must be capable of performing the role of Sourcing Manager for smaller, less complex projects. Must have a comprehensive understanding of company operations, functions, and business philosophy. Requires ability to make routine operational decisions. Ability to demonstrate entry-level to mid-level competency in major skills/knowledge areas within the Supply Chain Department.

  Minimum Qualifications:

  Minimum of two (2) years’ experience and demonstrated proficiency in telecom, procurement, business related, and experience leading project teams required.

  High School diploma or equivalent is required.

  Bachelor’s degree in Economics, Finance, Accounting, Business, Purchasing, Supply Chain or relevant field required.

  A combination of relevant education and/or work experience sufficient to perform the duties may substitute for degree and/or work experience on a year-for-year basis.

  Job Requirements At All Levels

  Physical Requirements: Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Clarity of vision to see near, mid-range, and color. Ability to lift and carry up to 25 lbs.

  Working Conditions: The work area must be quiet and free of distractions. Lighting must be adequate and without glare. Distracting noises should be kept to a minimum. The employee’s desk must be adequate, designed to safely accommodate the equipment the employee must use, e.g. computer, printer, keyboard, monitor etc. The employee must have reliable connectivity to the internet to access GCI via VPN. Employee workstation must comply with GCI’s ergonomics standards.

  The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs employees may be contacted outside of the core business hours to respond to the immediate emergency. As such, you will be requested to provide emergency after hours contact numbers, to include your home and cell phone numbers if you have those services.

  Driving Requirements (if applicable): Must possess and maintain a valid driver’s license, proof of insurance and a satisfactory driving record.
