  JOB DESCRIPTION:

  Join the Health Care Programs Department at NORC as the newest Senior Research Director I.   The Senior Research Director will direct health care program and policy projects working with both the federal and state governments, including projects involving Medicare and Medicaid policy analysis, literature reviews, structured interviews, data and financial analysis, claims analysis, program and implementation support and monitoring, and technical assistance. The successful candidate will contribute to projects such as those that assess and improve the delivery of Medicaid benefits to children; track participation in the health insurance Marketplace; or collect data to assess and analyze the impact of Medicaid rule changes.

  NORC’s expert staff has extensive knowledge of all aspects of health care delivery, from private marketplaces and employer-sponsored insurance to Medicare and Medicaid; from large health care systems to small clinics; and from the needs of children to those of older adults, people with disabilities, and ethnic and racial minorities. Our expert team includes social scientists that acquire, collect, and analyze data from health care organizations and patients; evaluators; health services researchers; health-policy analysts; and professionals with first-hand experience running and supporting health care programs.

  RESPONSIBILITIES:

  Direct small to moderately large projects with assistance from Research Directors and other project staff; manages tasks or components of large and complex projects.

  Function in a leadership role with responsibility for all activities on project assignments, management of primary and secondary data, and operational procedures required to deliver contracted deliverables. Plan, monitor, and quality control deliverables and other project activities.

  Ensure effective project staffing for the range of projects supervised. Develop all training strategies and materials relative to project needs.

  Monitor and oversee the financial and administrative aspects of ongoing projects.

  Guide federal and state health care programs and policymakers in using evidence-based research to make decisions.

  Must be adept at client interaction. Interact with clients frequently to clarify their needs, report on progress, discuss contractual matters, resolve problems, allay concerns, and provide information and recommendations.

  Ensure and manage staff development, mentorship, technical assistance particularly in special areas of expertise (either substantive or methodological), management advice, performance evaluations, and other feedback on performance of staff.

  May have significant budget responsibility on components of large research projects, including monitoring project budgets and schedules. Manage subcontracts. Oversee budget development.

  REQUIRED SKILLS:

  Bachelor’s degree in public policy, public health, health services research, economics or related field required. Masters or Doctoral degree strongly preferred. (training in an array of social science disciplines will be considered).

  At least 7 years’ experience in positions of increasing responsibility in health care programs research, policy analysis, , survey research or related field . Experience must include at least 3 years of project management responsibilities.

  Familiarity, understanding, and/or experience with key health care programs and focus areas such as health equity, maternal and child health, social determinants of health, behavioral health, and home and community-based services. The ideal candidate will have extensive knowledge of the Medicare and/or Medicaid program including payment and delivery system reform, provider payment models, coverage policies, programmatic requirements, quality monitoring, and enrollee access to services.

  Experience working for a state or the federal government or a federal or state contractor, ideally with work focusing on the Medicare and/or Medicaid program.

  Experience with conducting analysis in a government or professional services environment.

  Experience with and knowledge of the principles of quantitative and/or qualitative research design, data collection, and data analysis.

  Experience with estimating project and proposal costs and managing project budgets.

  Excellent oral and written communication skills and aptitude in leading and working with project teams, coordinating multiple projects (including those run by others within NORC).

  Must have experience hiring, managing, and mentoring staff.

  Occasional travel for site visits and meetings may be required.

  SALARY AND BENEFITS:

  The pay range for this position is $104,030 to $168,112. The budgeted range for this role is $104,030 to $125,000.

  This position is classified as regular. Regular staff are eligible for NORC’s comprehensive benefits program. Benefits include, but are not limited to:
