Coral Gables operates under a commission/manager form of government and is well known for its active and involved citizenry. The Senior Project Manager performs advanced professional and administrative work with managerial responsibilities, planning, directing, and coordinating the activities of project managers, and other staff members designated to citywide stormwater and sanitary sewer projects to ensure goals or objectives are accomplished within prescribed time frame and funding parameters. Serves as technical expert and advisor on matters involving project(s) assigned. Reports to department director or designee.

Job Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Reviews project proposals to determine project schedule, funding, cost, and procedures required to complete the project.

Assists with the creation of project scopes and cost estimates for various stormwater and sanitary sewer projects.

Ensures staffing requirements, and allotment of available resources for various phases of the project, including: formulating the work plan and staffing requirements for each phase of the project.

Meets with staff to outline work plan and assign duties, responsibilities, and scope of authority, and conferring with project personnel to ensure project is progressing on schedule and within budget.

Reviews status reports prepared by project personnel and modifies schedules or plans as required.

Administers and reviews outside consultant contracts for design and project development and in-house projects for Public Works in accordance with general engineering principles and Public Works policies.

Provides direction and administration of design and construction projects through architects, engineers, contractors, and project managers; planning, assigning and reviewing the work of a professional staff to ensure success in the monitoring of the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex city structures and related projects. Reviews and revises bid project documents for bidding purposes.

Participates in the development of design concepts, drawings/schematics, specifications, bidding documents, contracts, and cost estimates for Public Works stormwater and sanitary sewer projects; coordinates design and construction surveying and serves as project manager/administrator on Public Works projects as assigned.

Participates in the scheduling, preparation, and presentation of projects in public meetings with elected officials, staff from other agencies, departments, and the general public.

Prepares project reports for the director or designee.

Actively participates in the preparation, update and presentation of engineering reports necessary for compliance with all regulatory requirements for a public stormwater and sanitary sewer utility.

Coordinates project activities with other governmental agencies as needed.

Prepares City Commission recommendations, ordinances, and resolutions for various Public Works items.

Assists in the preparation of the Public Works budget.

Participates on the City’s Hurricane Damage Assessment Team to help facilitate in recovery efforts following a natural disaster.

Conforms with and abides by all regulations, policies, work procedures and instructions; all safety rules which includes wearing and using all appropriate safety equipment.

May occasionally fill in for the Assistant Director in charge of the Division during his or her absence on a temporary basis.

Performs other related duties as required.

Qualifications

A Bachelor’s degree in Civil Engineering, , Construction Management, or related field.

Active/Inactive registration as a Professional Engineer, Registered Architect, or General Contractors license in the State of Florida is required at the time of hiring. Applicant will be required to activate inactive license within 6-months of hire and maintain active license for the duration of employment.

Four (4) years of technical and project management experience in the design and/or construction of public works projects.

A comparable amount of training or experience may be substituted for the minimum qualifications.

Valid Florida Driver’s License

HOLIDAYS: 14 days including 3 floating days.

SICK LEAVE: 110 hours annually.

ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.

BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules Regulations.

HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.

DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.

LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.

VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.

LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.

POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.

DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.

TUITION REIMBURSEMENT: $1,500 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.

CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.

RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

Venetian Pool – No charge for daily admission.

Tennis Centers – No charge for daily court fees

Youth Center – 50% off residential rates for memberships and 25% off camps and other programs.

Golf at Biltmore Granada:

Monday through Friday – no charge

Saturday, Sunday and Holidays:

- Before Noon – Twilight fees apply - After Noon – No charge (cart fees apply at all times)PENSION:

City Retirement Plan - Mandatory employee contribution of 10 % of salary; Vesting period is 10 years.

OR

Defined Contribution - 401a - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
