About This Role:
At NORESCO, Project Developers direct the development of complex projects by identifying, assessing, and structuring technical and financial solutions for our federal customers’ resiliency, energy efficiency, and capital improvement challenges. They have a strong understanding of a wide range of technology offerings and have the communication and business skills necessary to bridge the gap between the sales, engineering, and construction management groups.
Project Developers translate customer needs into strategic and technical guidance to the development team and possesses a blend of technical, financial, contractual, and customer management skills. They communicate with Sr Executives within our organization and the customer’s organization to ensure a risk mitigated and customer-centric project.
Key Responsibilities
Technical/financial support of sales activities Financial modeling of Energy Performance Contract
Proposal writing and review/QC Management and coordination of proposal team
Technical/financial support of sales activities:
Conducts walk-throughs of customer facilities to determine project viability
Interviews customers to determine facility needs and assess customer expectations.
Assists in the preparation of customer presentations
Presents the business case of the proposal for oral interviews and customer meetings
Financial Modeling of Energy Performance Contracts:
Combines energy savings values, sub-contracted costs, and purchased material costs and incorporates these data into NORESCO’s financial model
Reviews energy savings and costs for reasonableness based on past experience, metrics, and knowledge of the project
Analyzes Energy Conservation Measures (ECMs) for technical and financial viability
Identifies ECM and project cost and savings risks and develops a plan and strategy to manage and mitigate these risks
Proposal Writing and Review/QC:
Responsible for financial sections of the proposal
Reviews ECM Write-Ups and other technical proposal sections provided by Senior Energy Engineers for risk mitigation and customer pain points
Coordinates proposal document strategy and tactics with team
Supported by a Proposal Administrator (PA) to review, edit, and assemble the Preliminary Assessment and IGA/DFS documents
Management and Coordination of Development Team:
Acts as a primary point of contact with the customer during project development
Manages the proposal team, including Account Executive, Senior Energy Engineer(s), Lighting and Water Auditor/Designer, Construction Manager, O&M, M&V Specialist, Legal and Finance
Hosts regular conference calls to communicate strategy and tactics, review team members’ responsibilities, and progress to date against milestones.
Coordinates and leads risk review meetings prior to proposal submission, presenting the business case for the project to Senior Management.
Manages the PA and IGA/DFS budgets and timelines to produce project deliverables on time and within budget
Secures project award
Stays engaged through Implementation and Performance phases to manage contract compliance and customer satisfaction.
Required Qualifications
Bachelor’s degree
7+ years’ experience as a project developer and/or energy engineering, engineering project management
Due to contractual agreements, must be a US citizen
Preferred Qualifications
MBA, PE, or CEM are not required but are considered a plus
Experience working on Federal ESPC and UESC is a plus
Experience in the development of Energy Savings Performance Contract (ESPC) projects and Utility Energy Service Contracts (UESC) preferred
General engineering knowledge of HVAC, lighting & lighting controls, DDC / pneumatic controls, and building envelope. Experience with Resiliency measures, including onsite generation (PV, CHP, etc.), battery storage, microgrid, a distinct plus.
Skilled with Microsoft Excel, Microsoft Word, Microsoft Project and PowerPoint
Strong technical writing skills
Sales aptitude and keen business acumen. Strong communication, project management, and team leadership skills

Pay Range:
$136,950 - $191,938 Annually
