  The Mission of the Office of Inspector General

  The mission of the Office of Inspector General (OIG) is to assist the Commissioner of Education in achieving the department's mission of increasing student proficiency and maintaining an accountability system that measures student progress. The OIG accomplishes this by providing independent audits and reviews of programs and activities, conducting investigations of alleged violations, and offering consulting services to assist management in their efforts to maximize effectiveness and efficiency.

  Job Description

  This is an Information Technology (IT) auditor position within the Office of Inspector General (OIG). As an IT auditor the person in this position is responsible for conducting professional IT audits and consulting services as requested by the Inspector General or as identified in the Annual Risk Assessment and Work Plan of the OIG that enhance or improve Department IT programs. This includes maintaining independent judgment in the application of theStandards for the Professional Practice of Internal Auditingas specified in Section 20.055 FS.

  Duties and Responsibilities

  The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

  (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

  Developing IT audit plans that include detailed scope, objective, methodology, and testing procedures.

  Evaluating the adequacy and effectiveness of internal/external management controls for organizational IT activities.

  Preparing and maintaining working papers and appropriate supporting documentation.

  Preparing audit reports that contain clear and concise findings, conclusions, and recommendations.

  When assigned as auditor in charge, supervising other staff on the assignment, reviewing all working papers and providing needed review comments, and coordinating all phases of the audit including management briefings and report preparation.

  Assisting in the development of the Annual Report, Risk Assessment of the K-20 Education System, and Annual and Three Year Cybersecurity Audit Work Plan.

  Advising in the development of Department performance measures and standards.

  Conducting and coordinating assessment of the reliability and validity of the information provided by the Department on performance measures and standards, and makes recommendations for improvement, if necessary.

  Coordinating entrance conferences, incorporating responses to preliminary reports of findings, and monitoring the progress of the status of report recommendations at six month intervals until closed.

  Managing the OIG website.

  Performing other duties as required.

  This position requires periodic overnight travel.

Attendance is an essential function of this position. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

  Minimum Qualifications:

  Ability to travel

  Four to six years’ experience in Information Technology or other related business degree

  Certified Information Systems Auditor (CISA) Certification Preferred

  Certified Internal Auditor (CIA) certification Preferred

  Educational Substitutions

  SB 1310: Substitution of Work Experience for Postsecondary Education Requirements

  A bachelor’s degree or higher from an accredited college or university with a major in Information Technology or other related business degree

  LEAVE INFORMATION:

  + + Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

  Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment. BACKGROUND SCREENING REQUIREMENT
