The Work You Will Do:
This position requires a high level of knowledge of federal and state environmental review requirements and related skills and abilities. The selected candidate is expected to exercise independent judgement in verification of compliance with federal and state environmental regulations administered by the Office of Long-Term Resiliency and to act as a liaison with the U.S. Department of Housing and Urban Development (HUD) relating to compliance with Federal environmental regulations. The selected candidate will assume responsibility for environmental reviews and assist with decision-making and action under the National Environmental Policy Act (NEPA).

Pay: $55,000 to $63,000 Annually
Your Specific Responsibilities:
Review and evaluate all environmental documents and reports required by HUD for CDBG and CDBG–DR to ensure compliance with federal and state regulations.
Consults with local, state, and federal offices, including tribal councils, as needed, to ensure Environmental reviews meet all compliance standards.
Works with recipients to resolve deficiencies and issue clearance letters upon completion.
Works with contract managers to release funds for expenditures.
Trains and provides oversight of CDBG and CDBG-DR staff members on environmental review assessments to ensure compliance with federal and state guidelines.
Maintains databases and spreadsheets to facilitate assigned areas of responsibility for the environmental review process.
Acts as the Department’s liaison with HUD relating to compliance with Federal regulations and environmental reviews.
Assist contract managers with development of program agreements.
Completes special projects as needed.
Prepare technical materials, including forms, manuals, and PowerPoint presentations, and provide technical assistance to CDBG and CDBG-DR staff, sub grantees, and other interested parties relating to assigned areas of responsibility, including onsite technical assistance and monitoring, as needed.
Research program rules and regulations and make recommendations, as needed.
Participate in conferences, workshops, seminars, training sessions and similar activities relevant to the program and environmental reviews.
Reviews work of other staff members and provide input as necessary.
Other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of federal and state rules and regulations with respect to administrating grants.
Knowledge of federal and state environmental requirements and regulations.
Ability to conduct research to find information and prepare technical reports based on that information.
Ability to analyze data.
Must be proficient with Word, Excel and PowerPoint in working with data, create spreadsheets and presentations, and use database systems.
Ability to make effective presentations on assigned responsibilities.
Ability to work independently.
Ability to organize and prioritize work assignments and effectively manage multiple tasks.
Ability to apply rules and regulations.
Ability to develop written procedures.
Ability to effectively communicate both verbally and in writing.

Preference will be given to candidates with the following:
A 4-year post-secondary degree and 2 years of professional experience in the field of biological or environmental science or management, or an advanced degree in biological or environmental science, or a related field.
Professional experience writing or interpreting policy and regulations.
Supervisory experience.
Knowledge based on managing federal, state, and/or local grants or contracts.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
