Summary This position is part of the NNSA Production Office, Department of Energy. A successful candidate in this position will serve as a Security Specialist, providing expertise and recommendations to senior managers in all facets of physical, information, personnel, and technical security to identify security shortfalls; assess compliance with Departmental and national requirements; and plan activities to implement, monitor, and assess the various NNSA security programs. Responsibilities As a Security Specialist, you will: Manage the oversight of security programs pertaining to Pantex federal and M&O operations; and conduct analysis of security trends and indicators based on review of information and documents provided by M&O. Direct, monitor, and evaluate day-to-day safeguards and security operations concerned with the protection of special nuclear materials, sensitive or classified information, facilities, installations, or other sensitive materials, resources, or processes against criminal, terrorist, or hostile intelligence activities. Lead or conduct inspections, surveillances, and surveys; perform technical analysis and performance testing, and evaluates security plans, practices, and procedures to evaluate and advise on safeguards and security programs and operations for the protection of national security information and assets. Lead, participate in, or advise on vulnerability assessments (VA) and development of site safeguards and/or security plans (SSSP or SSP), as well as in the evaluation and testing of the contractor program for carrying out these activities and/or for development of short- and long-range strategies for protection of NNSA sites, programs, and activities. Perform oversight of contractor security program management systems, practices, and procedures to ensure compliance with NNSA and DOE directives, requirements, and policies. Coordinate and/or negotiate with contractors on technical issues and corrective actions necessary for compliance and effectiveness. Advise top-level agency managers on new developments and advances in safeguards and security techniques and recommend methods for enhancing efficiency of security systems through modifications and applications of evolving technology. Provide oversight of all Protection Program Management activities and S&S Planning. Prepare correspondence, reports, and briefing materials for both internal and external audiences. Assist in development, interpretation and evaluation of security regulations and policies. Requirements Conditions of Employment You must be a United States Citizen. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Extensive experience developing, interpreting, and implementing security policies; and managing security program duties in the following areas: Self-Assessments Inspections Evaluation Examples of Specialized Experience: 1. Experience leading or conducting inspections, surveillances, and surveys; performs technical analysis and performance testing, and evaluates security plans, practices, and procedures to evaluate and advise on safeguards and security programs and operations for the protection of national security information and assets. 2. Experience in the application of principles, procedures, concepts, and methodologies in the field of security that is applied to security programs. 3. Experience with security program requirements to prepare a long-and short-range planning guidance in accordance with security program policies and objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
