Description
The City of Norfolk’s Department of General Services is currently seeking qualified candidates for the position of Security Manager. This position will manage all aspects of security operations and implementation and will provide the leadership required to ensure that the proper policies and procedures are in place to provide a safe and secure environment for employees and visitors to city facilities. The Security Manager will be responsible for various key assignments/tasks as follows:
Essential Functions
Development of a Strategic Plan which establishes a clear vision, mission, strategic priorities, and key performance indicators.
Oversee protection of employees and visitors to city facilities by developing, implementing, and managing security projects and protocols that take into consideration industrywide Best Management Practices.
Manage facility security operations by providing leadership and guidance to staff by facilitating training, setting performance goals, coaching, disciplining, training, and evaluating employees and ensuring compliance with regulations, policies, and procedures.
Provide security awareness outreach, educational programs, and activities to city employees.
Collaborate and coordinate with the City of Norfolk’s Chief Security Officer in the development of City security policies.
Monitor, investigate and resolve issues related to requests for security services or complaints regarding security functions.
Performs financial duties by preparing the annual operating budget and capital project estimates, monitoring financial status, and reporting budget performance.
Provide effective security related support to Departments within the City by acting as a liaison and building strong working relationships with third-party contractors and vendors.
Education/Experience
Required:
Bachelor’s degree in Criminal Justice, Industrial Security, Business Administration, Public Administration or a related field or equivalent.
Five years security experience.
Five years of increasingly responsible supervisory and administrative experience.
Additional Information & Requirements
Valid driver’s license required.
Virginia Department of Criminal Justice Services Armed Security Officer certified within six months of employment.
Successfully complete the required National Incident Management System (NIMS) Incident Command System ICS 100, 200, 700, and 800 Certifications within six months of employment.
Successfully complete the required Virginia Department of Criminal Justice training in verbal techniques, recognition of pre-assault indicators and proper use of force techniques, usage of the expandable baton, Oleoresin Capsicum (pepper) spray, handcuffs, and security scenario assessment exercises within one year of employment.
Work Schedule:
Monday - Friday, 8:00am - 5:00pm
Occasional overtime
Signing Bonus: This position is eligible for a $5,000 signing bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
