Summary You will serve as a SAFETY & OCCUPATIONAL HEALTH MANAGER in the Commander, Navy Regional Maintenance Center (CNRMC) in the of CDR NAVY REGIONAL MAINTENANCE CMD. Responsibilities You will serve as subject matter expert and assist the CNRMC Safety Director in providing advice, guidance, and oversight of the RMCs. You will conduct audits and inspections to ensure compliance with established Naval Sea Systems Command (NAVSEA) and Navy OSHE response and safety policies as well as Federal legislation and regulations governing programs. You will identify regulatory noncompliance and success in preventing deficiencies at all activity level so that trends can be acted upon and shared among activities. You will provide services to a diverse group of ship repair organizations and assist in planning, directing, coordinating, and evaluating comprehensive agency programs. You will implement the provisions of all Safety and Occupational Health programs in such a manner as to be in conformance with NAVSEA policy and strict adherence with other governmental agencies, state and local statutes, and regulations. You will monitor shipyard, contractor, RMC, and ship's force Safety and Occupational Health compliance, to minimize risks and liabilities to the command and the Navy. You will evaluate safety criteria to eliminate or control serious hazards encountered in the construction, operation and maintenance of agency wide ship repair and contractor facilities. You will resolve technical matters dealing with occupational safety and health requirements using safety and occupational health laws, regulations, principles, theories, practices, and procedures. You will draft command policy, conduct investigations in response to reported hazards in the workplace or incidents involving employee injury and property damage, report findings and make recommendations to the Safety Director. You will identify and apply the latest concepts and techniques to include researching and interpreting new or revised safety and occupational health legislation. You will be responsible for the analysis, management and implementation of the Safety Management System. You will coordinate safety occupational health (SOH) requirements, training, inspections, deficiencies, life safety issues, Enterprise Safety Application Management Services (ESAMS) and Risk Management Information (RMI). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "analyzing operating processes or procedures, working conditions, mishaps or hazardous conditions in order to manage a safety and occupational health program for a ship maintenance or industrial organization."
