The Re-Entry Program works to break the cycle of recidivism by linkingparticipants to the workforce
system early (pre and post-release). These vital early interventionswith workforce development
programs and connections to community-based resources aim to promotesmooth transition for the
justice-involved client to re-enter the community, with a strong focuson connections to quality
employment and education opportunities.
The Re-Entry Program Manager is responsible for the oversight of dailyoperations and the training
and development of HWI Re-Entry programs and staff. This position worksdirectly with Local Area II
business and industry to assist in identifying local workforce needsincluding recruitment of justice
involved individuals into the labor force. This position will build andmaintain relationships with
businesses to identify vendor potential for supportive services toassist with the Re-Entry programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Otherduties may be assigned.
1. Provide primary oversight and daily operations of HWIjustice-involved programs/grants and
services
2. Develop and maintain all required technical assistance forcompliance with the program
3. In partnership with the HWI Leadership Team, monitor all integratedprocesses, tools,
functions and measures outcomes developing corrective actions whennecessary
4. Provide effective leadership for the program team, including directsupervision, training,
service coordination, professional development and service delivery
5. Review and approve enrollment eligibility, initial paperwork andrequisitions of funding for
program participants
6. Work in conjunction with program team to draft and submit monthly,quarterly, annual and
final reports by deadline due date
7. Ensure compliance within the regulations of the program
8. Communicate with business and industry to assess workforce needs andpromote recruitment
and hiring of justice involved individuals, both with current employercustomers as well as
building relationships with new business contacts, throughout the LocalArea
9. Develop and maintain a collaborative and continuous analysis of theprograms workflow, data
systems and processes and make recommended changes for continuousimprovement to HWI
leadership staff
10. Have an awareness of job leads in the service area that are willingto employ individuals with
criminal histories and assist with job development as needed
11. Read and interpret complex regulations, translating as warranted,communicating direction to
Heartland Works, Inc. and its staff

12. In conjunction with the leadership staff, provide input forinternal policies and procedures and
other strategic planning for Re-Entry programs
13. Internally audit programs using various monitoring tools andresolving issues to ensure success
of programs
14. Serve as back-up to program staff in meeting participant needs andprogram reporting, that could
include intensive case management
