Summary The position will be a Realty Specialist within AAQ-900. Responsibilities The Realty Specialist applies basic knowledge of real estate, utilities contracts and transaction applicable to accomplish assignments. Typical assignments may include collecting and recording data/information; conducting research; identifying problems; and assisting higher level professionals in day-to-day operations. The Realty Specialist provides the following: Supports Real Estate and Utilities programs by providing support to the manager, supervisors, or senior specialists with assisting customers in defining requirements and submitting procurement requests and similar requirements documentation: Assists customers in processing real property procurement requests for routine acquisitions. Assists in performing title searches and fair market value determinations. Provides independent assistance in less complex situations. Supports Real Estate and Utilities programs by providing support to the manager, supervisors, or senior specialists with acquiring, leasing, and managing real property: Assists in preparing acquisition plan. Assists in preparing and administering real estate appraisals and market surveys. Performs market research to gather information requested by higher level personnel. Negotiates and awards routine utilities contracts for electricity, gas, water, and sewer service. Responds to customer and vendor questions on routine matters. Assists with Real Estate and Utilities programs by providing support to the manager, supervisors, or senior specialists in responding to oral and written inquiries, including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. Prepares all file documentation as assigned. This includes maintaining data in automated systems, such as Federal Aviation Administration (FAA) Real Estate and Asset Management Enterprise System (FRAMES). Obtains all required approvals and checks for consistency with national policy and agency goals. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. The Realty Specialist works under detailed instructions provided by a manager, supervisor, or senior specialists. Regularly refers problems and work issues to a manager, supervisor, or more experienced professional for guidance. Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities support the work of other employees and contribute to activities of the organizational level. Responsibilities at the G-band: As a Realty Specialist, the incumbent, under limited direction of the supervisor, will apply all agency requirements including laws, regulations, the Acquisition Management System (AMS), real estate contracting Standard Operating Procedures (SOPs), and other directives. The incumbent will discern when to apply new and innovative approaches, methodologies, and techniques for challenging activities. Maintains complete and accurate documentation required for real property acquisitions in accordance with AMS and legal requirements. Prepares and maintains real property data in the agency system of record, which may include six-part folder, Real Estate Management System, Real Estate Tracking System and Procurement system. Prepares responses to inquiries and assists the Real Estate Group Manager, supervisor, or higher-level realty specialist in responding to oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. OR Successful completion of 4-year course of study leading to a bachelor's degree, gained from an accredited college or university. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: Experience with real estate policies, processes and procedures that involve acquiring, managing or disposing of realty property. Experience with market research and market analysis. Experience with real estate valuation techniques and preparing documentation to support negotiations.
