About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). Responsibilities Administer and coordinate internal scheduling of projects with other elements within the Activity. Provide technical expertise necessary to accomplish all aspects of the work, impacting successful accomplishment of all Activity program objectives. Review and analyze existing programs to ensure special processes are being performed in accordance with locally developed guidelines. Conduct briefings pertinent to various programs and new program changes brought about by new directives, constraints, etc. Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required for GS-07: You must have at least 1 year of specialized experience in Administering/coordinating internal scheduling of projects with other elements within the Activity and Reviewing and analyzing existing programs to ensure special processes are being performed in accordance with locally developed guidelines.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Education Substitution GS-07: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-07 level you may substitute education for experience with successful completion of one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. (Note: You must attach a copy of your transcripts.) Combination of Experience and Education Substitution for Specialized Experience for GS-07: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Experience required for GS-09: You must have at least 1 year of specialized experience in Performing staff surveillance of the Non-Destructive Testing (NDT) program operation and performance of certified production NDT inspectors to ensure adequacy and effectiveness of the program; Administering/coordinating internal scheduling of projects with other elements within the Activity and Reviewing and analyzing existing programs to ensure special processes are being performed in accordance with locally developed guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Education Substitution for Specialized Experience at GS-09: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-09 level, successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related, from an accredited university or college. AND my graduate Major field of study is in any of the following -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.(Note: You must upload a copy of your transcripts with your application package.) Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. Add the two percentages. The total percentage must equal at least 100% to qualify. Experience required for GS-11: You must have at least 1 year of specialized experience Performing staff surveillance of the Non-Destructive Testing (NDT) program operation and performance of certified production NDT inspectors to ensure adequacy and effectiveness of the program; Determining the most accurate, cost effective and reliable method of Non-Destructive Evaluation (NDE) inspection; Administering/coordinating internal scheduling of projects with other elements within the Activity and Reviewing and analyzing existing programs to ensure special processes are being performed in accordance with locally developed guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Education Substitution for Specialized Experience at GS-11: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-11 level you may substitute education for experience with successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited university or college. AND my graduate Major field of study is in any of the following -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. You will be evaluated on the basis of your level of competency in the following areas: Education and Training Organizational Performance Analysis Project Management Technical Competence Education Position may be filled as a term appointment NTE 13 months. Term appointments may be extended up to a maximum of 8 years. Army employees who accept a time-limited appointment (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Permanent Army employees who accept such time-limited appointment opportunities will be expected to sign a statement of understanding to acknowledge the associated impacts to their permanent status. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. -For the GS-07, must have 52 weeks at the GS-05 (or equivalent) -For the GS-09, must have 52 weeks at the GS-07 (or equivalent) -For the GS-11, must have 52 weeks at the GS-09 (or equivalent) -For the GS-12, must have 52 weeks at the GS-11 (or equivalent) FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
