Essential Functions:
Assume full management responsibility for all Public Works and UtilityDepartments services and activities including street maintenance andconstruction; gas, water, sewer, and stormwater systems; and administerpolicies and procedures.
Work with City Administrator and the Governing Body regarding cityissues
Direct the development and implementation of Public Works Departmentgoals, objectives, policies, and priorities for each assigned servicearea.
Monitor and evaluate the efficiency and effectiveness of servicedelivery methods and procedures; allocate resources accordingly.
Plan, direct and coordinate, through subordinate level supervisorypositions, the Public Works and Utility Department work plan; assignprojects and programmatic areas of responsibility; review and evaluatework methods and procedures; meet with supervisory staff to identify andresolve problems.
Assess and monitor workload, administrative and support systems, andinternal reporting relationships; identify opportunities forimprovement; direct and implement changes as needed and approved.
Evaluate Public Works Department personnel; provide or coordinate stafftraining; work with employees to correct deficiencies; assist withdisciplinary and termination procedures.
Serve as one of the Citys resources for technical and utility expertise.
Participate in the development and administration of the Public Worksand Utility Departments budget.
Process all monthly, quarterly, & annual reports required by othergovernment agencies.
Explain, justify, and defend Public Works and Utility Departmentsprograms, policies, and activities; negotiate and resolve sensitive andcontroversial issues.
Represent the Public Works and Utility Departments to the Governing Bodyand outside agencies; coordinate Public Works and Utility Departmentsactivities with outside agencies and organizations.
Development and evaluation of programs and policies for implementationof departmental and City needs and goals.
Assess and monitor the Citys infrastructure to provide adequate levelsof public service both for existing systems/networks andextensions/developments.
May be called on after hours if necessary.
Meet with multi-departmental staff for discussion with developers forprocess of planning for and facilitating development projects.
Marginal Functions:
Working conditions include Office/field environment; may work ininclement weather conditions.
Attend and participate in professional group meetings; stay abreast ofnew trends and innovations in the field of public works administration.
Respond to and resolve difficult and sensitive citizen inquiries andcomplaints of the city.
Provide complete work orders to City Hall staff.
Submit a weekly report to Governing Body.
Assists other departments as the need arises.
Performs other duties as deemed necessary or assigned.
Qualifications and Requirements:

Lead and direct the operations, services and activities of the PublicWorks and Utility Departments.
Determine the feasibility of various municipal projects.
Coordinate design, construction, inspection, and maintenance activitiesfor a variety of projects.

Analyze problems, identify alternative solutions, project consequencesof proposed actions and implement recommendations in support of goals.
Research, analyze and evaluate new service delivery methods, procedures,and techniques.

Follow all safety rules and regulations of the department to whichassigned.
Possession of, or ability to obtain, a valid non-commercial Class ADrivers License.
