Job Description
This position will serve as a leadership team member for the Section providing policy and practice oversight, direction, collaboration and guidance. This individual will oversee a team of subject matter experts in Prevention, Treatment and Recovery.
The successful candidate for this position will have:
Strong administration and management skills, knowledge of personnel and HR principles, and sound judgment and decision-making ability.
Responsible for development, implementation, monitoring, management and improvement for the Prevention, Treatment and Recovery Services.
Assures alignment with policies, strategic planning, goals and priorities.
Coordinates Section related activities with other Divisions and programs, state agencies, federal authorities, contractors and stakeholders
Manage workforce, staff and workloads.
Work with the management team to address and resolve issues/implement changes/make improvements.
Provide the Division Director of Behavioral Health with input and recommendations with decision-making.
Identify issues and areas that need to be addressed and reviewed by the management team.
Provide guidance and supervision to professional staff within the Prevention, Treatment and R ecovery Services including monitoring and overseeing process for budgeting, contract support and training and technical assistance activities.
Motivate, supervise and evaluate the work of Prevention, Treatment and Recovery teams. This includes hiring, conducting performance reviews and creating performance plans.
Ability to lead a team to effectively meet or exceed Prevention, Treatment & Recovery objectives.
Use of active listening, critical thinking, and negotiation skills to prevent or resolve problems.
Great attention to detail and a high level of organizational skills.
Excellent written and verbal communication skills

Oversee the grant process and provide leadership to teams for 40+ grants housed within the Prevention, Treatment and Recovery Services.
Participates in Division of Behavioral Health management activities.
Represents Division, Bureau, and Section to state and federal agencies.
Establish internal controls to Prevention, Treatment & Recovery to support contract implementation.
Focus on continuously improving and expanding training and technical assistance initiatives. and monitoring.
In collaboration with the Division of Behavioral Health partners oversee the development of contracts
This is a non-merit position with the Iowa Department for Public Health.

663 Substance Abuse Programs:
6 months experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes:
Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs.
Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.).
Presentations to professionals, community organizations, youth in school, on chemical dependency.
Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse.
Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming.
Consultation with community organizations or other human service providers to develop prevention programming. ? Provide OWI classes to first-time offenders.
Inform the public of the effects of chemical dependency on families.
OR
397 Mental Health:
Experience or education related to providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment Categorical Selective List Page 53 Back to Table of Contents institutions. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.

980 Strategic Planning:
6 months experience, 12 semester hours, or a combination of both. Generally, an administrative position (mid to upper level of the management team) is assigned this as one function of their overall job. However, there are some specialists who deal only in strategic planning. Some colleges and universities may now carry this as a major or area of emphasis as part of their business administration or public policy programs. For experience to count, the applicant must have had the responsibility either for coordinating or developing the organization's strategic plan. Sometimes an administrative assistant type is responsible for a lower level of coordination, i.e., distributing information to managers, collecting what they develop, and putting it into one document; that is not what is sought here. This has to be experience to the point that the individual knows the following:
What a good strategic plan looks like
How to prepare a plan
How to monitor progress and ancillary planning
How to speak knowledgably for the organization about the plan
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
