Summary You will serve as a Public Private Venture (PPV) Quality Support/Assurance Specialist in the Public Private Venture Products and Services Line of NAVFAC NORTHWEST. Responsibilities You will review, assess and resolve construction, design and maintenance issues for PPV housing units and ancillary facilities. You will provide expertise and support in one or more areas that include, but are not limited to, building envelope systems, mechanical systems, electrical systems and fire protection systems. You will schedule Quality Assurance and Performance Assessments based on project work schedule, nature/scope of the work, reviews specifications and/or maintenance plans involved. You will investigate complaints from residents relative to service, damages, property loss and other matters. You will review quality of vendor(s) performance. Requirements Conditions of Employment Qualifications For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides support to the PPV, conducts oversight where required, monitors performance of technical PPV housing units and facilities; 2) Responsible for assessing compliance with the terms of the PPV Business Agreements with regard to the upkeep, maintenance and improvement of the physical assets of the PPV partnerships; 3) Reviews of current data and trends that support the program, as well as engaging with on-site Property Managers and staff to review current property performance; 4) Coordinates and collaborates with housing representatives/inspectors from major Supported Commands; and 5) Provides key findings to NAVFAC Business Agreement Managers (BAMs) and PPV Project Managers (PMs) to improve the program. Specialized experience must demonstrate the following: 1) Reviews, assesses and resolves construction, design and maintenance issues for PPV housing units and ancillary facilities in coordination with Business Agreement Managers (BAM)/Project Managers (PM), private PPV Partners and Property Managers; 2) Draws conclusions, prepares reports delineating the scope and technical aspects of their findings, and makes recommendations to the PAMs/PMs; 3) Performs on-site, in-process, and after-process Quality Assurance and Performance Assessments; 4) Prepares written documentation analyzing adverse quality trends or conditions to recommend appropriate corrective actions; and 5) Provides documentation to the BAM/PM and participates in joint conversations with the PPV Partner, Property Managers and BAM/PMs to obtain agreement on implementation of improved processes and procedures.
