  Job Overview/Summary

  The psychiatrist, is responsible for the pharmacological part of the mental health service that is provided in Kharkiv oblast area (possibly in Donetsk region), though providing specialized MH consultations and treatment (diagnosis and following up) for the beneficiaries in all IRC supported health facilities. The roving psychiatrist will provide technical oversight of the clinical and medical management of mental health cases; additionally s/he will review existing systems and structures within the IRC’s MHPSS services and align procedures and efforts across technical areas, using the WHO/ UNHCR mental health gap action program (mhGAP) training and operational guidelines.

  The psychiatrist will also provide technical support when needed to the Child Protection (CP), Women’s Protection and Empowerment (WPE) and Protection Rule of Law Programming (PRoL) in terms of close coordination and collaboration, ensuring appropriate referral and follow up systems are in place. S/He will actively support in development of standard operating procedures for the provision of psychosocial support and psychiatric care. MHPSS services will be specific to the needs of girls, boys, women, and men, and will be informed by an understanding of cultural norms around mental health, gender roles, violence against women and girls, and the neglect, exploitation and abuse of children and other vulnerable refugee groups.

  Primary Responsibilities

  Major Responsibilities: Major responsibilities of the Psychiatrist (not exhaustive) are listed below:

  Provision of psychiatric support

  Provide quality specialized psychiatric consultations and treatment to clients identified both through the project and as a result of external referrals.

  Provide structured clinical assessments and clear case formulation: Assess the needs of the beneficiaries on the cognitive, behavioral, and emotional levels (by using standardized assessment tools).

  Complete intake assessments, evaluations, reviews, follow-up, and other documentation for each consultation and as necessary in an organized and efficient manner.

  Ensure that emergency cases are properly managed, referred to, and followed-up.

  Submit reports and updates on the cases to Mental Health and Psychosocial Support Manager regularly including feedback, concerns, and recommendations.

  Lead/support development of guidelines for the referral of cases in need of psychiatric support by community focal points, to ensure effective responses to the needs of clients, and for referral of cases in need of clinical mental health support.

  Provide external clinical supervision to psychologist working across IRC Country program.

  Participate actively in weekly team meetings to contribute to project planning and effective implementation.

  Participate in preparation of internal and external reports, as required.

  Maintain irreproachable levels of confidentiality and privacy.

  Any other tasks as deemed necessary by the supervisor.

  Key Working Relationships:

  Position Reports to: Mental Health and Psychosocial Support Manager.

  Position technically support: Mental Health and Psychosocial Support Specialist.

  Other Internal and/or external contacts: Primary Health Manager, members of MMU; Pharmaceutical Manager; Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager; IRC different Programs

  Job Requirements:

  Education:

  Medical Doctor, with specialization in Psychiatry, with minimum of 5 years of clinical experience, desirably in psychotherapy, clinical and/or counselling psychology work experience.

  Knowledgeable in and has used the IASC MHPSS guidelines and best practices as part of their previous work experience.

  Strong experience in clinical supervision, training and or coaching others.

  Strong communication skills, with ability to communicate effectively with different types of people.

  Demonstrated ability to liaise with partner organizations, including representation and liaison with external parties.

  Interpersonal qualities: Works well in teams and promotes teamwork, flexible and able to handle pressure and conflict well in a calm and constructive manner.

  Fluent in Ukrainian and Russian, English will be an asset.

  Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
