Position Summary:
KBR is seeking a talented and dynamic Senior Proposal Specialist to join our National Security Solutions (NSS) Group. NSS provides high-end engineering, intelligence, cyber security, missile defense, and advanced technology solutions to our customers in the intelligence and national security communities.
The Proposal Specialist will assist Proposal Managers in preparation of Requests for Proposal (RFP), Requests for information (RFI), and other related customer response deliverables to Federal government agencies and/or partners. The Proposal Specialist will be an integral member of the Proposal Services team working with Proposal Managers/Coordinators, Subject Matter Experts (SMEs), and business partners to win new business and execute KBR’s strategic vision.
The Proposal Specialist will focus on the proposal and requirements compliance, adherence to the approved proposal preparation/review schedule. The Proposal Specialist will help refine cohesive proposal themes and potential discriminators; coordinate the day-to-day proposal preparation process and provide timely responses to requests for supporting material. The Proposal Specialist, when assigned, will also be able to write and edit proposal sections with emphasis on Management, Past Performance and Corporate Experience volume, and Resumes.
Duties and Responsibilities
Duties and responsibilities may include and are not limited to the following:
Supports the assigned Capture and/or Proposal Manager on strategic proposals in developing and maintaining the proposal plan, schedule, outline, action item lists, and their associated deadlines; provide team communication and tracking support; coordinate and track the progress of documents and other materials through the proposal process.
Collaborate with key members of the team to include BD/Capture/Proposal Team members, Operations, Contracts, SMEs, and subcontractors to get the information needed to prepare a compliant, compelling, and complete response.
Manage, write, and edit proposal sections with emphasis on the Past Performance and Corporate Experience volume, Resumes, and Plans (Security, Safety, OCI, etc.), ensuring compliance and complete understanding of the solicitation and FAR requirements.
Coordinates Past Performance Questionnaires (PPQs) if required by the solicitation.
Synthesizes, interprets, and translates RFP requirements and proposal submission instructions.
Creates proposal outlines with instructions to assist technical authors based on compliance matrix.
Under direction, coordinates with subcontractors to ensure their capability is integrated into the effort.
May coordinate and document results of meetings.
Prints and copies documents for meetings, proposal reviews, or delivery to customer.
May create and/or assists in development of graphics/visuals and information tables for proposals.
May perform internal research and document capability or past performance.
May assist in organizing corporate capabilities or other proposal content.
May support development of white papers, sources sought/RFIs, and market research.
Creates innovative ways to improve the proposal development process.
Supports the structuring of the standard proposal center operations, including file sharing, templates, model content, and subcontractor integration.
Uploads / Maintains submitted proposals and responses to the company’s knowledge management database/library.
May perform desktop publishing duties (graphics, editing, formatting) and coordinate the final proposal submission.
Provides feedback and lessons learned to help improve the quality of proposal responses, boilerplate content, tools, and processes.
Performs other duties as assigned.
Basic Qualifications and Skills Requirements:
2+ years of experience performing proposal development roles for one or more Federal Contractors
Bachelor’s degree in Business, Journalism, Marketing, Communications or related field
Willingness to flex work schedule (when coordinated in advance) to meet proposal objectives
Highly experienced with MS Office (Word, Excel, PowerPoint, Project) and Adobe products
Excellent writing, editing, and communication skills, with the ability to write and edit technical and non-technical content.
Proficient in Microsoft Office and federal proposal development software, such as Adobe Acrobat and SharePoint
Preferred Qualifications and Skills Requirements:
Association of Proposal Management Professionals (APMP) Certification
Has worked in the intelligence, cyber, information technology and/or space environments.
Demonstrated ability to write with clarity and articulate value and advantages.
Microsoft TEAMS or SharePoint administration
Prefers to work in collaborative team environment.
Graphics development experience is a plus with working knowledge of Illustrator.
Security Clearance Requirements:
Active Top Secret clearance with SCI eligibility
