JOB ANNOUNCEMENT
PROJECT MANAGER (Design, Construction, and Technical Services)
DEPARTMENT OF HOUSING

Number of Positions: 1
Starting Salary: Up to $97,500.00
Under general supervision, supervises a team of Rehabilitation Construction Specialists and Architects. Work generally consist of the following: design of multi-family housing projects, construction specification and pre-construction documentation review and approval, request for information (RFI), change order and construction draw review for adherence to department policy, ensure housing quality standards are maintained through the long-term compliance period, oversight of Home Repair program delegate agencies and contractors, and performs other duties related to design, construction, and technical services as required
ESSENTIAL DUTIES
· Oversees the work of department staff, developers, architects, general contractors, and consultants to determine and/or review scope of work, design, floor plan layout, and technical specifications for single family and multi-family housing new construction or renovation projects
· Reviews and approves inspection team housing quality standards report of findings, ensuring completeness, accuracy, and compliance with housing program rules and regulations
· Assigns construction specialist teams to evaluate the general condition of building structures and operating components (e.g., porches, roofing, heating, cooling, plumbing, electrical systems) and to determine the scope of rehabilitation work required
· Reviews and approves contract specifications prepared by contractors, ensuring cost effectiveness and adherence to program guidelines and the City’s Architectural Technical Standards manual
· Trains and provides quality assurance and quality control of staff and their inspection procedures, review of documentation, construction specification review, and project costing
· Approves contractors’ payment requests, ensuring work was complete in accordance with contract agreements and paperwork is consistent with department policies and procedures
· Resolves issues and concerns that arise during construction
· Maintains records of construction and rehabilitation activities and prepares related reports
· Performs inspections to resolve technical issues and conflicts with contractors
· Provides technical assistance to contractors, developers, architects, and property owners, as needed

Days: Monday – Friday
Hours: 8:30am – 4:30pm or 9:00am – 5:00pm

Qualifications:
MINIMUM QUALIFICATIONS
· Nine (9) years of project management work experience; OR
· Graduation from an accredited college or university with an Associate’s degree in Business or Public Administration, or a related field, plus seven (7) years project management work experience; OR
· Graduation from an accredited college or university with a Bachelor’s degree in Business or Public Administration, or a related field, plus five (5) years project management work experience; OR
· Graduation from an accredited college or university with a Master’s degree in Business or Public Administration, or a related field, plus four (4) years project management work experience
SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
· Previous experience in skilled construction management, building rehabilitation, or inspection work
· Previous supervisory experience related to the duties and responsibilities of this position
· Bachelor’s degree or higher from an accredited college or university
· Proficiency working with Microsoft Word, Excel, Teams, and SharePoint
