Successful candidate will develop and maintain Project engineering core competencies for the HSED and oversee all project related products including contribution to a portfolio of Cost Reimbursable (CR) and Level of Effort (LOE) Task Orders (TO) across several customer bases; coordination of department and contract level project status reporting; review of estimates per ENG-WI-015 and Statements of Work (SOW). Manage section personnel, processes, and Project Engineering products produced by section personnel relative to the development of task orders, flight and non-flight hardware, software, and systems. Proactively seek new work opportunities within the NASA Customer base in support of HHPC and with new customers external to HHPC. Provide technical management of section employees, ensuring adherence to HHPC and HSED policies on contract training, coordination, and safety oversight. Primary interfaces include SA and EA Technical Monitors, branch level management and JSC Program customers (Gateway, ISS, HRP, xEMU, and Artemis Programs); Senior HHPC management, functional organization representatives, HHPC Department and Section management and others as need arises relative to project performance. The section manager works in a very dynamic and challenging environment where integration, coordination, and negotiation skills are at a premium.
The Discipline Lead is responsible for:
• Personnel & projects assigned to the discipline, monitoring & controlling discipline activities.
• Serving as the Project Engineering Discipline Lead.
• Developing and training new Project Engineers as well as increasing the overall skill set of all Project Engineers in the use of Project engineering processes, tools and principles as well as project planning, control, and estimating.
• Overseeing Project engineering functions, products, and deliverables produced by section and contract personnel, and ensuring quality standards are met in all deliverables.
• Support project definition (assumptions, estimates, schedules), planning, and implementation as related to project estimation and performance.
• Operating/training/auditing and developing personnel within the process environment defined by contract and several NASA/JSC/HHPC work instructions.
• Developing and maintaining HSED Project engineering work instructions, standards & practices and making sure personnel are trained in these areas.
• Champion to review, improve and advocate the use of PE processes and tools.
• Mentor/coach personnel relative to Project engineering practices and ensure consistent application of practices across all projects supported by section and contract personnel.
• Administer and execute contract roles & responsibilities, policies, procedures, and work instructions affecting the section and employees; mentor & monitor employees to ensure proper understanding of contract policy
• Manage discipline staffing and personal contributions based on projected workloads.
• Administration of the KBR Project Engineering Section, including generation and execution of performance reviews, administrative training, timesheet approval, hiring, onboarding, and the resolution of personnel performance issues.
• Establish, maintain and grow customer contacts to increase customer satisfaction and possible new work; support the development of mini-proposals and estimates for new work.
• Responsible for compliance with KBR’s Safety, Health and Environmental Plan and all safety policies and procedures of the Company, including reporting of safety violations or potential violations to appropriate supervisory or management personnel
• Responsible for compliance with KBR’s Quality Plan
• Know and adhere to Company policies, procedures and work rules and demonstrate a strong work ethic
• Maintain regular and acceptable attendance level as determined by the Company
• Responsible for completing all assigned training
EDUCATION/EXPERIENCE
REQUIRED:
A minimum of a B.S. degree in Engineering (i.e. systems, aerospace, chemical, mechanical, electrical) from an accredited university or equivalent experience.
Ten (10) years of applicable professional experience which has led to increasing levels of technical and managerial/leadership responsibilities.
Technical, functional, and/or project lead experience (in Project engineering or a related technical field) with direct product responsibility for a minimum of four (4) years.
Working knowledge of the NASA/JSC flight hardware development process and paperwork.
DESIRED:
• NASA experience in human systems integration
• Systems engineering certification and/or formal training
• Project management certification and/or formal training
SKILLS/TRAINING
REQUIRED:
• Proven ability to lead highly skilled technical workforce to produce products that meet quality, safety, performance, cost, and schedule requirements.
• Hands on experience utilizing/applying a Project Engineering processes.
• Excellent leadership and interpersonal skills. Ability to lead and motivate personnel to high standards of performance and increase efficiency.
• Excellent oral and written communication skills. Ability to communicate effectively with project managers, project leads, section personnel, customers, and with contract colleagues is essential.
• Ability to attain and maintain respect and confidence of the customer and contract personnel. A close, cooperative customer interface is essential.
• Solid working knowledge of Microsoft Word, Excel, and PowerPoint
• Mature, professional judgment in establishing objectives, milestones and priorities.
• Reliable and dependable work habits and the dedication to get the job done.
