Summary This position is located in the Department of Veterans Affairs, Veterans Benefits Administration, Philadelphia Regional Office, and Wilmington Regional Office. The HR Staff provides human resource services to Regional Office employees and supervisors. This position is responsible for providing administrative assistance to the Human Resource Liaisons (HRLs) in the with in processing of new hires, employee benefits, fingerprints, timekeeping and other office automation support and assistance. Responsibilities Provide customer service by receiving, screening and handling electronic communications, telephone calls and/or visitors. Assist with the management of the Personal Identification Verification (PIV) identify proofing, registration, issuance and life cycle management. Perform fingerprinting for employees for Background Investigations ensuring that fingerprint request is completed entirely and accurately (i.e. correct DOB, SSN, other names used, etc.) and submit electronically to the Office Of Personnel Mgmt (OPM). Coordinate and conduct new employee orientations on such matters as retirement, health benefits, life insurance, Veterans military service deposits and leave administration policy/programs. Review personnel actions received for input into the human resources database (HRSmart) to ensure accuracy; determining documentation required to support the action, ensuring supporting documentation is present, and when missing, obtaining the information. Organize and maintain an effective office support system ensuring that files, correspondence, publications, and regulatory material are maintained in accordance with directives and policies Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-grade: Applicants who are federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-7 position you must have served 52 weeks at the GS-5 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). AND Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Utilizing word processing, database and other automated systems; Maintaining filing systems; performing technical work in recruitment, selection, or placement; Performing a variety of administrative support duties that includes researching, interpreting, communicating and applying moderately complex personnel policies, procedures and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
