Program Specialist 3 - Federal and State Aid Program Disbursement and Adjustment Specialist

DESCRIPTION:
The Financial Aid Federal and State Aid Program Disbursement and Adjustment Specialist 3 works in the financial aid office under general direction and reports to the executive director. The nature of the work is professional and requires an ability to work independently, interpret and work in accordance with federal, state, and college policies, procedures, and regulations, and to coordinate with the other financial aid programs and the Business Office to ensure college administrative capability is maintained. The position performs highly complex duties and operates at the journey or fully qualified level, as defined by OFM.
This position has campus-wide responsibility to independently administer all regulatory aspects related to the weekly disbursement of federal and state aid, federal Return to Title IV (R2T4) processes, and federal and state census aid adjustment/repayment calculations and reporting. The position manages, directs, and coordinates all aspects of these three programs and performs specialized tasks, such as creating and analyzing reports, and decision-making related to census reporting, weekly disbursements, and R2T4. This position reports to and confers regularly with the Washington Student Achievement Council, (WSAC), and the Department of Education (ED) regarding funding, allocation, and student eligibility.
The Federal and State Aid Program Disbursement and Adjustment PS3 also works on assigned projects, which includes but is not limited to the processing of federal, state, and college financial aid offers to eligible students. A working knowledge of the often conflicting student eligibility regulations for all the financial aid programs, and the ability to evaluate and analyze the federal (FAFSA) and state (WASFA) applications, along with required documentation is a key function of this position. This position has authority to exercise Professional Judgement, as defined by ED related to student eligibility issues or unusual circumstances through a comprehensive evaluation and analysis of submitted documentation.

Responsibilities include, but are not limited to:
Authorizing federal, state and other program fund disbursements using the college ctcLink system
Manage the federal Return to Title IV procedures, and notify students and the cashier's office when a repayment is required
Report repayment requirements to NSLDS (National Student Loan Data Base) as needed
