Job Overview
The Program Manager for Regulatory Affairs will report to the Director of Regulatory Affairs and contribute to establishing and implementing an effective Regulatory Affairs team within NYSERDA. The Program Manager will assist in the coordination of cross-cutting and inter-agency and regulatory initiatives to advance NYSERDA’s overall mission and the delivery of programmatic and policy outcomes that support its mission.
NYSERDA seeks a highly self-motivated and team-oriented individual with a strong track record of delivering outcomes, particularly on tight schedules and/or in response to short external deadlines with limited resources. The successful individual will have experience with and understanding of the regulatory environment in which NYSERDA operates, a history of facilitating diverse and complex teams and projects, and the demonstrated ability to effectively communicate with a range of stakeholders, including internal NYSERDA teams, government partners, and external stakeholders and advocates.
Primary Responsibilities
Supervise a growing Regulatory Affairs team and directly manage specific policy and regulatory initiatives related to the work of the authority.
Working in concert with program staff, act as lead in NYSERDA’s engagement in NYSERDA or State Agency rulemakings, regulatory proceedings, federal opportunities, and other statewide planning processes.
Work with in-house technical experts to draft substantive Petitions and proposed rules;
Coordinate with appropriate Policy and Program teams for needed resources and technical analysis, performance date, policy assessments and market development information;
Work collaboratively with appropriate staff at interested outside agencies for proposal development and understanding; and
Represent NYSERDA in regulatory processes, as needed.
Under the direction of the Director of Regulatory Affairs, assist in developing regulatory strategies and approaches for key areas of NYSERDA interest and expertise, including interdepartmental coordination, stakeholder engagement, and cross-agency interactions.
Collaborate on high-priority, cross-cutting and inter-agency policy and regulatory affairs to advance and deliver outcomes as identified or derived from the Climate Action Council approved Scoping Plan, the State Energy Plan or other statewide planning efforts.
Actively participating in a cross-NYSERDA Regulatory Affairs information sharing group, including supporting the Director in formulating agendas, reporting on regulatory proceedings, and participating in cross-program teams to address opportunities in the regulatory space.
Develop and maintain a central repository of active regulatory proceedings of interest to the Authority.
Monitor State and Federal Registers for items of interest to NYSERDA and disseminate summary of items to appropriate internal teams and individuals within the organization.
Co-monitor and summarize PSC sessions, highlighting areas of interest for appropriate NYSERDA program staff.
Coordinate and plan schedules for drafting specific work products.
Perform other responsibilities as assigned, including supporting timely responsiveness to executive-level requests.
Demonstrate strong interpersonal and communication skills with an ability to work well both independently and within broad, diverse teams, building relationships across the organization to more effectively accomplish NYSERDA objectives.

Minimum Qualifications
Bachelor’s degree with at least 10 years’ experience working in the clean energy space, with an understanding of New York’s regulatory environment, energy system, and climate policies; experience facilitating diverse and complex teams; a demonstrated ability to effectively communicate with a range of stakeholders; and familiarity with NYSERDA’s programs.
Excellent track record of strategic partnership development, particularly the ability to develop and cultivate effective working relationships with a diverse set of organizations.
Proven presentation and interpersonal skills that resonate with audiences of different backgrounds to seek feedback, input and identify common objectives and the ability to communicate accurately, persuasively, concisely and unambiguously in speech and in writing.
Proven experience managing staff and leading teams to high levels of performance.
Proven experience or ability to work collaboratively with other teams to deliver key work products that incorporate multiple perspectives.
Strong project management skills with the ability to set priorities, develop and execute a workplan, and balance research and analysis with ongoing internal team and external stakeholder engagement.
Demonstrated abilities for problem-solving, resourcefulness, adaptability, and pragmatic solutions.
Skill in managing multiple diverse activities simultaneously, operating with speed, accuracy and strong judgment.
Ability to work independently and cross-functionally with other teams.
Proficiency in MS Office Suite (Excel, Word, PowerPoint).
Ability and willingness to travel across New York State.
