  Summary We're looking for an eager and highly motivated senior Product Lead to support our Accession Information Environment (AIE) in the implementation of new business practices and modern technology to enable solutions for Army workforce members handling recruitment and accessions. This position will be responsible in leading and contributing to complex agile software development of products and programs. Responsibilities Determine needed capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters. Interface with external stakeholders, PEO staff, and other commands, agencies, and private industry. Perform the full range of administrative and technical supervisory duties. Oversee Program schedule, cost estimating, program planning, programming, budgeting, program integration, interoperability, or oversight. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Leading and/or managing enterprise business systems development or sustainment with agile software development methodologies; 2) Working with Continuous Integration/Deployment pipelines or Development/Operations technologies or methodologies; AND 3) Managing complex data and/or data interfaces related to business systems. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position: The Foundation Course (FC) is required for all employees hired after 30 September 2006. The Supervisory Development Course (SDC) must be completed within one year of placement into the position. For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Additional Information Direct Deposit of Pay is required. Army Acquisition Corp (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP). Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (3) years. All candidates who meet the basic qualification requirements will be considered. Subject to proof of AAC membership, AAC members from other services will be accepted by Army without additional review. Army Acquisition, Logistics and Technology (AL&T) Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file in the Career Acquisition Personnel and Position Management Information System (CAPPMIS). This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 2 (Practitioner) in Program Management within 60 months of entrance on duty. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty. This position may be eligible for regular, and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.
