Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as Branch Manager for the Space Policy Division (ASZ-200), Space Regulations and Standards Branch (ASZ-210) with AST. Responsibilities Leads the development, revision, and publication of regulations advisory circulars, policy, the Safety Management System (SMS), and industry consensus standards pertaining to the Commercial Space Transportation industry. Advises the Division Manager and AST leadership on rulemaking activities, guidance documents, and standards development including recommending the initiation, withdrawal, or significant revision of rulemaking actions. Serves as a spokesperson and/or principal point of contact, in the areas of the division's responsibility, representing the Space Policy Division Manager on rulemaking and standards activities. Oversees AST's Safety Management System (SMS). Leads the development and implementation of SMS within AST. Identifies strategies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Develops new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns related to CST safety. Assures quality program management for rulemaking, and support for and evaluation of industry developed consensus standards. Assures that rulemaking schedule development and resource allocations are considered to meet statutory and executive order requirements. Supports continuous improvement of all AST business processes, including but not limited to rulemaking, advisory circulars, and waivers. Coordinates SME support for US Standards Development Organizations (SDO) and leads the FAA evaluation of SDO approved standards for acceptance as a means of compliance for AST regulatory licensing requirements. Identifies strategies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Develops new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns related to CST safety. Managerial duties include, but not limited to, directing the work to be accomplished by subordinate employees; strategic planning - communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of individual employees on both work and administrative matters along with the organizational unit; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Reallocates resources among organizational unit/projects/programs or acquires additional resources as needed and projects both short term and long-term future needs. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. Has contacts with industry stakeholders, including research organizations, contractors, and commercial space o Has authority to make commitments for subordinate organizational units, within guidelines. Maintains effective communication with all stakeholders and builds cooperative, ongoing working relationships with them to achieve organizational objectives. Qualifications Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE at the next lower level: (FV-J) Experience with facilitating industry meetings or government meetings garnering consensus outcomes related to commercial space transportation.; AND Experience collaborating across organizational lines to strategically develop commercial space transportation policies drawing from waivers, industry input, and senior leadership inputs.
