  Summary This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate, Office of Innovation and Collaboration. The primary purpose of this position is to develop multi-disciplinary, customer-driven, homeland security science and technology solutions and help train the next generation of homeland security experts. Non-BU: This is a non-bargaining unit position. Responsibilities As a Program Manager, GS-0340-14/15, your typical work assignments may include: Providing technical leadership and direction in intelligence collection, operation research, data analytics, human and behavioral sciences, sensors and sensor systems, and modeling. Leading, managing, directing and coordinating annual and long-range strategic plans and required funding to implement research programs for assigned academic research centers. Directing scientists in the preparation of technical and administrative guides. Planning, coordinating and evaluating solicitations for grants and contracts for research projects to be conducted by university Centers of Excellence in support of the S&T mission. Coordinating with Compliance, Privacy, Legal, Security, and other appropriate offices to ensure all COE research is conducted in adherence with Federal and DHS regulations. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-14 grade level (starting salary $132,368) if you possess one year of specialized experience at the GS-13 grade level in the Federal government, or equivalent public or private sector experience, performing duties such as: - Providing technical leadership and direction in specific research areas of intelligence collection, operations research, data analytics, human and behavioral sciences, sensor and sensor systems, and modeling. - Planning, coordinating and evaluating solicitations for grants and contracts for research projects in support of the mission. - Developing and implementing plans consistent with financial resources and requirements for procurement. You qualify for the GS-15 grade level (starting salary $155,700) if you possess one year of specialized experience at the GS-14 grade level in the Federal government, or equivalent public or private sector experience, performing duties such as: - Providing technical leadership and direction in specific research areas of intelligence collection, operations research, data analytics, human and behavioral sciences, sensor and sensor systems, and modeling - Planning, coordinating and evaluating solicitations for grants and contracts for research projects in support of the mission. - Developing and implementing plans consistent with financial resources and requirements for procurement. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position may be filled at the GS-14 or GS-15 level. If selection is made at the GS-14 level, promotion to the GS-15 level may occur without further competition.
