  The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, golf courses, skating rinks, trails and parkways. The Department of Conservation and Recreation Universal Access Program seeks applicants for the position of Program Coordinator I -Adaptive Recreation Development Specialist, 40 Cold Storage Dr, Amherst, MA. The Department of Conservation and Recreation's Universal Access Program provides outdoor recreation opportunities in Massachusetts state parks for visitors of all abilities. TheAdaptive Recreation Development Specialistassists with adaptive programming schedule development and provides oversight of program function and quality by working closely with adaptive recreation providers. Develops in-house programming, leads the development component of these programs, works closely with UAP and other DCR staff, as well as volunteers to create new in-house recreation opportunities for people with disabilities. The incumbent coordinates and monitors assigned program activities; reviews and analyzes data concerning agency programs; provides technical assistance and advice to agency personnel and others; responds to inquiries; and maintains liaison with various agencies. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES Coordinates and monitors assigned program activities in order to ensure effective operations and compliance with established standards. Assist in coordinating and scheduling year-round adaptive recreation programs statewide. Attend recreation programs to observe, evaluate, and oversee program operations. Coordinates with the DEI, ADA Coordinator on a regular basis Meet with contracted vendors and other partners to develop seasonal programs and new program opportunities. Provide leadership and/or support at selected programs statewide. Research and evaluate new adaptive recreation opportunities and locations under consideration. Serve as a liaison between UAP, DCR and various partner organizations and agencies. . Design and implement new programs for state parks with UA team and partners. Communicate with UA team members and partners to plan, coordinate, and implement operations. Maintain and improve protocols for operations and risk management. Administrative responsibilities to include: tracking program data, writing and processing vendor subcontracts, fiscal management, event coordination, contract updates, procurement, reports, and other tasks as needed. Reviews and analyzes data concerning assigned agency programs in order to determine progress and effectiveness, to make recommen¬dations for changes in procedures, guidelines, etc. and to devise methods of accomplishing program objectives. Attends meetings and conferences; maintains records; and prepares reports. Performs related duties as assigned. QUALIFICATIONS REQUIRED AT HIRE Knowledge of the principles and practices of universal, inclusive design and accessibility. Knowledge of methods, practices, and equipment used to create access to recreation for people with disabilities. Knowledge of procedures and equipment used to maintain accessibility of outdoor recreation sites. Knowledge of project management, including scheduling and planning. Knowledge of the methods of record keeping and report writing, including preparing charts, graphs and tables. Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, guidelines, etc. related to accessibility. Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. Ability to gather information by examining records and documents, making site visits and observations, and communicating with individuals. Ability to maintain accurate and up-to-date electronic records in accordance with established procedures. Ability to prepare and use charts, graphs, and tables using Excel and other Microsoft office products. Ability to prepare general reports. Ability to write concisely, express thoughts clearly, and develop ideas in logical sequence. Ability to follow written and oral instructions. Ability to give written and oral instructions in a precise, understandable manner. Ability to communicate effectively in oral expression. Ability to establish rapport with others. Ability to establish and maintain harmonious working relationships with others. Ability to adjust to varying or changing situations to meet emergency or changing program requirements. Ability to exercise sound judgement. Ability to exercise discretion in handling confidential information. Ability to lift 50 pounds and load and unload equipment. Ability to operate a motor vehicle with a trailer Ability to travel to DCR properties across the Commonwealth on a weekly basis. Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. Ability to gather information by examining records and documents and by questioning individuals. Ability to maintain accurate records. Ability to prepare and use charts, graphs and tables. Ability to prepare general reports. Ability to follow written and oral instructions. Ability to give written and oral instructions in a precise, understandable manner. Ability to communicate effectively in oral expression. Ability to establish rapport with others. Ability to adjust to varying or changing situations to meet emergency or changing program requirements. Ability to exercise sound judgement. Ability to exercise discretion in handling confidential information. Based on assignment, the following additional qualifications may be required at hire: Ability to operate a motor vehicle LICENSE AND/OR CERTIFICATION REQUIREMENTS Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s license is required. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II.
